In recent decades, Latin American countries have sought to modernize their labor market institutions to remain competitive in the face of increasing globalization. This book evaluates the impact of such neoliberal reforms on labor movements and workers’ rights in the region through comparative analyses of labor politics in Chile, Mexico, Argentina, Brazil, and Venezuela. Using these five key cases, the authors assess the capacity of workers and working-class organizations to advance their demands and bring about a more just distribution of economic gains in an era in which capital has reasserted its power on a global scale. In particular, their findings challenge the purported benefits of labor market flexibility—the freedom of employers to adjust their workforces as needed—which has been touted as a way to reduce income inequality and unemployment. In-depth case studies show how flexibilization as well as privatization, trade liberalization, and economic deregulation have undermined organized labor in all of these countries, leading to the current internal fragmentation of unions and their inability to promote counterreforms or increase collective bargaining. This assessment concludes that even with substantial variation among countries in how reforms have been implemented, most workers in the region have experienced increasing precarity, informal employment, and weaker labor movements. This book provides vital insights into whether these movements have the potential to regain influence and represent working people’s interests effectively in the future.

In this first-ever collection of labor anthropology from around the world, the contributors to Uncertain Times assert that traditional labor unions have been co-opted by neoliberal policies of corporate capital and have become service organizations rather than drivers of social movements. The current structure of labor unions facilitates corporations’ need for a stable labor force while reducing their power to prevent outsourcing, subcontracting, and other methods of undercutting worker security and union power. Through case studies from Switzerland, Israel, Argentina, Mexico, the United States, Greece, Sweden,Turkey, Brazil and Spain, the authors demonstrate that this process of neutering unions has been uneven across time and space. They also show that the potential exists for renewed union power based on more vociferous and creative collective action. Democracy has always been an especially volatile form of government, and efforts to create it in places like Iraq need to take into account the historical conditions for its success and sustainability. In this book, Joel Horowitz examines its first appearance in a country that appeared to satisfy all the criteria that political development theorists of the 1950s and 1960s identified as crucial. This experiment lasted in Argentina from 1916 to 1930, when it ended in a military coup that left a troubled political legacy for decades to come. What explains the initial success but ultimate failure of democracy during this period? Horowitz challenges previous interpretations that emphasize the role of clientelism and patronage. He argues that they fail to account fully for the Radical Party government’s ability to mobilize widespread popular support. Instead, by comparing the administrations of Hipólito Yrigoyen and Marcelo T. de Alvear, he shows how much depended on the image that Yrigoyen managed to create for himself: a secular savior who cared deeply about the less fortunate, and the embodiment of the nation. But the story is even more complex because, while failing to instill personalistic loyalty, Alvear did succeed in constructing strong ties with unions, which played a key role in undergirding the strength of both leaders’ regimes. Later successes and failures of Argentine democracy, from Juan Perón through the present, cannot be fully understood without knowing the story of the Radical Party in this earlier period.
