"Now, coupled with increasing the authorization for mitigation funding, is the subcommittee's obligation to make sure that mitigation funding goes to the most effective projects available. We need to make sure that we are getting the most bang for each mitigation buck. The [Disaster Mitigation and Cost Reduction Act of 1999] requires that mitigation spending be cost effective.
