An important objective of Mahatma Gandhi National Rural Employment Guarantee Programme (MGNREGP) is to curb rural out-migration. This paper on the basis of a micro-level field investigation wants to investigate the effectiveness of this programme to reduce the intensity of migration of the rural poor households to urban areas. The survey area is a mono-cropping area but job in the private non-farm employment in the locality is available moderately. Besides that, the geographical distance between the surveyed villages and the nearby urban or semi-urban areas is small which indicates very low cost of migration of the daily migrant. Incidentally, all the migrants in our sample villages are daily migrants. The local farm, average private non-farm wage and the average wage rate in the nearby urban informal sector is more than MGNREGP piece-rate. Hence seeking employment here through MGNREGP is not exogenous but endogenous in nature. In this background, it is proved that 'motivation' is a factor which influences the local MGNREGP job card holders to secure more person-days of employment through MGNREGP and the households who could secure more person-days of employment through MGNREGP are less prone to migrate from their native village.

The purpose of this study is to understand the impact of above said program in HARTI village of GADAG district in Karnataka state. The study was conducted in the month of October 2018. In MGNREGA program Grama panchayat plays an important role in monitoring, executing and implementing the scheme as per guidelines issued by the government of Karnataka. Further Gram Panchayat conducts Gramasabha, prepares the work plan, Job card registration for the unskilled job seekers in the Panchyat limits, issuing job card, creating awareness for work demand, allocating work to job card holder, payment of wages and maintaining relevant records. In this study, the standard questionnaire was used to collect the primary information from the respondents of the HARTI village in Gadag District. The respondents were the job card holders issued the Gram panchayat and have worked at least once under the MGNREGA program in the HARTI village panchayat. The study was concluded with the significant impact of MGNREGA program on improvement of socio-economic status of the unskilled workers in the village and also contributed to the non- migration of village unskilled workers to urban areas.

The basic objective of the Mahatma Gandhi National Rural Employment Guarantee Programme (MGNREGP) is to provide safety net for the rural poor and to stabilize agricultural production through creating productive assets via employing labourers. Two important linked aspects are worth noting in respect of implementation of the programme. Implementation of MGNREGP in multiple cropping areas can increase the employment opportunities among the landless agricultural labourers and thus has inevitably raised their bargaining power particularly during the time of second crop i.e. post rainy season cultivation. Besides this, Government of India has persistently been hiking per man-day MGNREGP wage. Both these instances undoubtedly increase the reservation wage in agricultural labour market which in turn may have an adverse effect on the farm income in the multi-cropping areas. In this paper, maximum possible per man-day MGNREGP wage is determined at which the corresponding agricultural wage can help the marginal farmers to sustain their net farm income at least at subsistence level. This paper also establishes the fact that as a result of the hike of MGNREGP wage, sustenance of subsistence net farm income may lead to price hike in agricultural sector. The study also attempts to analyze the results in respect of aggregate net pecuniary benefits of the rural poor in the light of MGNREGP considering different agricultural frameworks.

This paper uses a three-round 4,000-household panel from Andhra Pradesh together with administrative data to explore short and medium-term poverty and welfare effects of the National Rural Employment Guarantee Scheme. Triple difference estimates suggest that participants significantly increase consumption (protein and energy intake) in the short run and accumulate more nonfinancial assets in the medium term. Direct benefits exceed program-related transfers and are most pronounced for scheduled castes and tribes and households supplying casual labor. Asset creation via program-induced land improvements is consistent with a medium-term increase in assets by nonparticipants and increases in wage income in excess of program cost.

The National Rural Employment Guarantee Act (NREGA) was introduced in Anatpur District of Andhra Pradesh by Prime Minister, Dr Manmohan Singh on February 2, 2006. NREGA had been renamed as Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) on the occasion of 50th Anniversary of launching of Panchayati Raj and observing 2009-10 as year of Gram Sabha in New Delhi on 2nd October, 2009.
