The Institute for Educational Equity and Opportunity (IFEEO) has reopened the national debate on a right to education with the release of Education in the 50 States. This book was prepared by legal and American history scholars at the Public Interest Law Center of Philadelphia (PILCOP) under a grant from IFEEO. The book explores the earliest history of education in each state, and demonstrates that early colonists viewed education in terms that remain as true today as they were thena vital democracy requires educated citizens who have the tools necessary to vote, train the next generation of leaders, and perform useful work. A State Educational Histories Summaries section includes, for each state, a timeline of significant education-related events, a narrative summary of the history of education in that state, and a rich bibliography of books and documents used, including many little known or hard-to-find sources.

Book Description
Education, Equity, and the States examines how variations in state governance determine how federal initiatives are implemented and makes recommendations for approaching reform from this perspective. The book defines the key ways in which state policy environments differ from one another, illustrates how those differences matter, and encourages reformers to account for these disparities to achieve more sustained and equitable improvement. Drawing on original research, Sara E. Dahill-Brown highlights three major factors that differ from state to state: the number of districts (fragmentation); the degree to which education governance is separated from other political issues (exceptionalism); and how much state legislation tends to impinge on local autonomy (local control). She examines the historical and political trends that have shaped differences among the states and how they affect the impact of education reforms. By identifying typical patterns in state governance, Dahill-Brown suggests ways to work with varying governance structures to lead to more successful and equitable outcomes. Dahill-Brown argues that reformers at every level must routinely assess the appropriateness of their consensus-building and collaboration strategies. With the increasing importance of states in education, her work makes a notable contribution to our understanding of the landscape of education reform.

Book Description
Since at least the days of ancient Sparta, governments have sought to control the educational process. By influencing the education of their citizens, governments hope to produce loyal subjects. Yet everywhere, at all times, men and women of independent mind and will have resisted and opposed state education. Critics of State Education: A Reader surveys this important movement, bringing together influential historical texts of thinkers great and small. In readings from Plato’s Athens to Priestley’s Britain, George H. Smith and Marilyn Moore explore the value of liberating education from the influence and control of government.

Book Description
Indicators in this volume provide international benchmarks for assessing the condition of education in U.S. states and in the United States as a whole by comparison with many other industrialized countries for which data are available. On six sets of indicators (37 indicators in all), country-level and state-level measures are arrayed side-by-side to facilitate comparison. The indicators are grouped into six categories: (1) background; (2) participation; (3) processes and institutions; (4) achievement and attainment; (5) labor market outcomes; and (6) finance. The presentation of each indicator includes an explanation of what it measures, why it is important, and key results from a comparison of countries and states. Throughout the report, comparisons are most often made in the text among like-sized entities. The presentation of each indicator also includes separate tables for states and countries and graphs that display states and countries together. Supplemental notes and a statistical appendix include supplemental and technical information on how measures in the indicators were calculated, and a glossary is included. (Contains 37 two-part tables and 37 figures, some of which have several parts.) (SLD)
