Originally published in 1985. In the last two decades education in the Third World has greatly expanded, raising many important issues. Some less developed countries have emulated the West in the style and organisation of their academic systems, hence, it could be said, increasing their dependence. Others have deliberately avoided this path, experimenting with systems more relevant to development and often in a radical way. At a theoretical level, Marxist and neo-Marxist development theorists argue that education systems dependent on the West are evidence of economic dependency and of the correctness of Marxist development theories; while others argue that the evidence points to an interdependent world and that dependency theories do not apply to education. Interestingly two key Marxist Third World Countries, China and Cuba, have very conservative education systems. This book discusses the problems of dependence and interdependence in education throughout the world.

In Emergent Issues in Education, leading scholars in comparative education and in the politics, sociology, anthropology, and economics of education illuminate worldwide trends in critical issues that confront policymakers and practitioners in different national settings. Among the topics raised and analyzed are the organization, governance, and financing of education; the content of curriculum, texts, and tests; and the quality and nature of teacher training. The goals and content for this book are derived from three important and ongoing efforts: to advance the institution of education and to promote educational opportunities to children and youth worldwide, to promote effective assessment policies and practices that enhance sound educational practice, and to address the need to develop tests and other assessment practices in less developed countries as well as to augment and alter a number of traditional assessment practices in developed nations. These three issues provided the focus for a four-day conference that was held at St. Hugh's College, Oxford University, in June 1993. The conference theme-Test Use with Children and Youth: International Pathways to Progress-underscores the importance of addressing testing issues as efforts to improve educational opportunities for children and youth move forward. Leaders from more than seventy nations met at the United Nations sponsored World Summit for Children in 1990 to support ratification of the Convention on the Rights of the Child. Worldwide recognition that every individual has the right to develop her or his potential led to the ratification of provisions setting minimum standards for children's education.
