This book tracks the changes in government involvement in Indigneous children’s education over the nineteenth century, drawing on case studies from the Caribbean, Australia and South Africa. Schools were pivotal in the production and reproduction of racial difference in the colonies of settlement. Between 1833 and 1880, there were remarkable changes in thinking about education in Britain and the Empire with it increasingly seen as a government responsibility. At the same time, children’s needs came to be seen as different to those of their parents, and childhood was approached as a time to make interventions into Indigenous people’s lives. This period also saw shifts in thinking about race. Members of the public, researchers, missionaries and governments discussed the function of education, considering whether it could be used to further humanitarian or settler colonial aims. Underlying these questions were anxieties regarding the status of Indigenous people in newly colonised territories: the successful education of their children could show their potential for equality.

Excerpt from A Digest of the New Education Bill Before the year 1833 the State took no cognisance Of Elementary Education. The matter was left entirely to the action of private individuals, or of societies or associations voluntarily established for its promotion. There was no legal assertion or legal enactment that it was the duty of parents to send their children to school, and no penalties existed if parents neglected their interests or their duties in this vital subject. Early in the present century the British and Foreign School Society and the National Society for Promoting the Education of the Poor in the Principles of the Church of England came into existence for the purpose of providing elementary schools for the children of the industrial classes. Their funds were obtained by the voluntary offer ings of persons who believed that the education, religious and secular, of the poor was of vital importance to the State. By their efforts large sums 'of money were annually collected and spent in erecting and maintaining schools. In 1833 the Treasury was empowered by Parliament to distribute the sum of amongst these two societies towards the establishment of schools, and this sum was yearly voted until the formation of the Committee of Council in 1839. Excerpt from State Intervention in English Education: A Short History From the Earliest Times Down to 1833 The collection of materials for a history of State-aided Education in England from the date of the first Government Grant in 1833 to the passing of the Elementary Education Act, 1870, showed that such a history would be, to a great extent, meaningless unless there were available for constant reference a work dealing with the earlier relationship of the State and Education in England. Strangely enough there appeared to be no satisfactory book of reference on this important subject, and it seemed, therefore, desirable to produce the simple record of historical facts contained in this volume. It is certainly a matter for surprise that no historian has considered the history of Education in England a subject of sufficient importance to justify the prolonged research that such an undertaking, if adequately carried out, would involve. Had such a history been produced seventy years ago, England would have been spared some, at least, of her present educational troubles.
