The War on Poverty, instituted in 1965 during the administration of Lyndon B. Johnson, was one of the chief elements of that president's Great Society initiative. This book describes and assesses the major social science research effort that grew up with, and in part because of, these programs. Robert H. Haveman's objective is to illuminate the process by which social and political developments have an impact on the direction of progress in the social sciences. Haveman identifies the policy measures most closely tied to the War on Poverty and the Great Society and describes the nature of these policies and their growth from 1965 to 1980. He examines the extent and growth of resources devoted to the poverty-related research that accompanied these programs, and assesses the impact of the growth in this research commitment over the 1965-1980 period. Haveman's was the first full overview of recent poverty-related research and an overview of methodological developments in the social sciences in the post-1965 period which were stimulated by the antipoverty effort.

This book examines the underlying assumptions and implications of how we conceptualise and investigate poverty. The empirical entry point for such inquiry is a series of research initiatives that have used mixed method, combined qualitative and quantitative, or Q-Squared ( Q2) approaches, to poverty analysis. The Q2 literature highlights the vast range of analytical tools within the social sciences that may be used to understand and explain social phenomena, along with interesting research results. This literature serves as a lens to probe issues about knowledge claims made in poverty debates concerning who are the poor (identification analysis) and why they are poor (causal analysis). Implicitly or explicitly, questions are raised about the reasons for emphasising different dimensions of poverty and favouring different units of knowledge, the basis for distinguishing valid and invalid claims, the meaning of causation, and the nature of causal inference, and so forth. Q2 provides an entry point to address foundational issues about assumptions underlying approaches to poverty, and applied issues about the strengths and limitations of different research methods and the ways they may be fruitfully combined. Together, the strands of this inquiry make a case for methodological pluralism on the grounds that knowledge is partial, empirical adjudication imperfect, social phenomena complex, and mixed methods add value for understanding and explanation. Ultimately, the goals of understanding and explanation are best served if research questions dictate the choice of methodological approach rather than the other way around.

Current estimates of global poverty vary substantially across studies. In this paper we undertake a novel sensitivity analysis to highlight the importance of methodological choices in estimating global poverty. We measure global poverty using different data sources, parametric and nonparametric estimation methods, and multiple poverty lines. Our results indicate that estimates of global poverty vary significantly when they are based alternately on data from household surveys versus national accounts but are relatively consistent across different estimation methods. The decline in poverty over the past decade is found to be robust across methodological choices.
