It is 20 years since environmental issues were first put on the international agenda at the Stockholm Conference, and concern for planetary survival has shifted from desertification to acid rain to ozone depletion to biodiversity. This Open Access book deals with the pressing question of how to achieve transformational change that reconciles development with environmental sustainability. It particularly focuses on the role of evaluation in finding sustainable solutions. Environment and development are closely interlinked, as are human health and ecosystem health. The pandemic that began in 2020 demonstrated in no uncertain terms how destruction of habitats has allowed hitherto unknown pathogens spill over to humans wreaking havoc on people’s lives and livelihoods. We are already seeing the impacts of global climate change in terms of heatwaves, forest fires and increased storms. The Sustainable Development Goals (SDGs) explicitly recognize the equal importance of the social, economic and environmental dimensions of development. In these turbulent times, when humankind faces multiple complex challenges it is essential to know that our responses are effective and that they make a positive difference. Evaluation can provide invaluable lessons to how we design policies, strategies and programs and how we allocate limited resources between competing priorities. This book brings together key thinkers and practitioners from the public and private sectors, from major multilateral organizations and from bilateral donor agencies, to present the latest knowledge and experience on how to evaluate interventions in the nexus of environment and development. The book does not promote any particular approach or methodology, but rather emphasizes the need for mixed methods to address the question at hand in the best and most suitable manner. It covers cases from a variety of fields, from climate change mitigation and adaptation, energy efficiency and renewable energy, natural resources management, biodiversity conservation and more. This book is not a conference proceedings although it has its roots in the Third International Conference on Evaluating Environment and Development organized by the GEF Independent Evaluation Office in October 2019. The conference brought together a larger number of established and upcoming evaluators, researchers and evaluation users from the Global North and South, representing a wide variety of organizations, to discuss the frontiers of environment and development evaluation. Following the conference, the editors identified and contacted the participants who made key contributions at the conference and asked them to develop their ideas and papers into book chapters according to a coherent plan.

This book aims to explore the impact of human alterations of Earth’s ecological systems on human health. Human activities are producing fundamental biophysical changes faster than ever before in the history of our species, which are accompanied by dangerous health effects. Drawing on advanced ecological principles, the book demonstrates the importance of using systemic medicine to study the effects of ecological alterations on human health. Planetary Health is an interdisciplinary field, but first of all it must be systemic and it needs a preferential relationship between Ecology and Medicine. Environmental transformations proposed by PHA (from biodiversity shifts to climate change) do not consider bionomic dysfunctions which can menace human health. On the contrary, finding advanced diagnostic criteria in landscape syndromes can strongly help to find the effects on human well-being. Acts perpetrated during the course of warfare have, through the ages, led to significant environmental destruction. These have included situations where the natural environment has intentionally been targeted as a 'victim', or has somehow been manipulated to serve as a 'weapon' of warfare. Until recently, such acts were generally regarded as an unfortunate but unavoidable element of armed conflict, despite their potentially disastrous impacts. The existing international rules have largely been ineffective and inappropriate, and have in practical terms done little to deter deliberate environmental destruction, particularly when measured against perceived military advantages. However, as the significance of the environment has come to be more widely understood and recognised, this is no longer acceptable, particularly given the ongoing development of weapons capable of widespread and significant damage. This book therefore examines the current international legal regime relevant to the intentional destruction of the environment during warfare, and argues that such acts should, in appropriate circumstances, be recognised as an international crime and should be subject to more effective rules giving rise to international criminal responsibility. It also suggests a framework within the Rome Statute of the International Criminal Court as to how this might be achieved. 'The purpose of international law has developed far beyond regulating relations between States, and has increasingly extended to prohibit conduct or activities with very harmful effects to the international community as a whole, and on individuals. One such prohibited conduct is the intentional and wanton destruction to the natural environment during armed conflict. Professor Freeland, in this book, has painstakingly and in a sophisticated manner recommended how individuals committing such a crime could be brought within the jurisdiction of the International Criminal Court in The Hague.
