The second phase of the Forest and Farm Facility (FFF) aims at supporting forest and farm producers and their organizations (FFPOs) to enable climate-resilient landscapes and improved livelihoods, through the approval of small grants for producers organizations, training and exchanges, and the documentation and dissemination of good practices. The mid-term evaluation highlights the uniqueness of the FFF and its potential to influence global forestry narratives and practices, beyond the sum of its achievements in core countries, and recognizes that the FFF is broadening FAO’s corporate narrative and global positioning on forestry and its interface with agriculture, livelihoods and the environment. The FFF is highly relevant to national contexts with its outcomes well-matching national policies, and to FFPOs priorities and needs; it has effectively applied adaptive management from the onset of Phase II; and it has also contributed to strengthened and expanded partnerships among FFPOs and APEX organizations. The programme achieved satisfactory to highly satisfactory progress towards three of its four outcomes with limited resources, demonstrating high levels of cost-effectiveness. The monitoring and learning system is highly organized and well-coordinated around letters of agreement tracking, but it could improve with the inclusion of an internal results-based monitoring and evaluation system to track the evolution of longer-term results beyond the letter of agreement grant cycle. The FFF is responsive to gender in all countries and to indigenous producer organizations, while the strategy to include youth could be improved.

Forestry plays a minor but important role in the livelihoods of vulnerable population in Mongolia. The country has developed a Participatory Sustainable Forest Management (PSFM), integrating livestock raising with forestry. The project was designed to strengthen the PSFM process, thereby improving livelihoods and the ecological status of forests. The project reviewed the current forestry guidelines at both national and local government levels and forestry planning guidelines for Soum and Aimag levels were approved by the provincial Government promoting the participatory forest management (PFM). There were also advances to improve the policy and legal framework at national level, but lengthy policymaking process and need for increased inter-ministerial policy dialogues, among other issues, have challenged the full achievement of this outcome.

The project was designed to address the following interlinked barriers preventing sustainable land and forest management outcomes and building resilience to climate change in Kyrgyz mountain ecosystems: inadequate legal framework for sustainable forest and land management, inadequate land tenure reforms, outdated approaches to sustainable forest and land management, and limited capacity of local institutions. The project’s overall objective is to enhance the enabling environment in the forestry and agricultural sectors and sustain the flow of ecosystem services, including enhancement of carbon stocks in forests and agro-ecosystems through the sustainable management and enhanced productivity of mountainous silvo-agro-pastoral ecosystems, and to improve productivity and mountain livelihoods in the Kyrgyz Republic. Overall, the evaluation rated the project as “moderately satisfactory”, with several examples of positive new approaches introduced by the project into forestry, agriculture and pasture management. The evaluation included specific recommendations not only to FAO, but also to the national forestry service. One of the innovative recommendations is to revisit the project sites in five to ten years to check certain success factors, such as the tree survival rates.

The rapid loss of tropical forests, particularly in the developing world, has been a global concern since the late 1980s and has prompted a variety of international initiatives to save the forests. In 1991, the World Bank responded to global concerns and to criticism by nongovernmental organizations by forming a conservation-oriented forest strategy. Managing a Global Resource is an outgrowth of the independent evaluation conducted by the World Bank's Operations Evaluation Department and discusses how effectively that strategy was implemented. In this detailed investigation, Uma J. Lele explores why the loss of forests and biodiversity has been so rapid in some developing countries (Brazil, Indonesia, and Cameroon) and not in others (China, India, and Costa Rica). She assesses future prospects for conservation in these six countries by critically examining their policies, institutional arrangements, and emerging national and international instruments to conserve forests and biodiversity. Together these six countries account for 25 percent of the world's forest cover and 44 percent of the world's population. Managing a Global Resource presents case studies of the forest sectors of each country in the context of overall development policies, interest groups, and governance issues. Lele's investigation finds a fundamental divergence in forest-rich countries between the global objectives of conservation and the local objectives of development and private profit. In some forest-poor countries, in contrast, natural resource loss has led the countries on their own accord to adopt a variety of conservation-oriented policies and programs. Despite the greater congruence between the global and national objectives in these forest-poor countries, competing demands on their resources and the constraints on their policies, institutions, and human capital make it difficult for them to affect forest and biodiversity conservation. The mid-term evaluation of the project "Mainstreaming sustainable land development and management” was executed by the Guyana Land Survey Commission (GLSC), implemented by FAO and funded by the Guyana Reducing Emissions from Deforestation and Degradation (REDD+) Investment Fund (GRIF). Overall project effectiveness and efficiency is low: implementation is slow and few outputs and outcomes have been achieved. The main reasons are the poor communication and collaboration between GLSC and FAO, and insufficient delivery of their roles and responsibilities. Recently, improved communication between GLSC and FAO has generated better collaboration. The evaluation made a series of recommendations to improve project delivery during the remainder of the implementation period.
