Efforts to build an East Asia community have gained momentum over the past decade. In a period of dynamic change and shifting balances of power, regional leaders seek to strengthen cooperation and stabilize relations between countries. This book is open access under a CC BY-NC-ND license. This volume analyzes the economic, social, and political challenges that emerging states confront today. Notwithstanding the growing importance of the ‘emerging states’ in global affairs and governance, many problems requiring immediate solutions have emerged at home largely as a consequence of the rapid economic development and associated sociopolitical changes. The middle-income trap is a major economic challenge faced by emerging states. This volume regards interest coordination for technological upgrading as crucial to avoid the trap and examines how various emerging states are grappling with this challenge by fostering public-private cooperation, voluntary associations of market players, and/or social networks. Social disparity is another serious problem. It is deeply rooted in history in the emerging states such as South Africa and many Latin American countries. However, income distribution is recently deteriorating even in East Asia that was once praised for its high economic growth with equity. Increasing pressure for political opening is another challenge for emerging states. This volume argues that the economic, social, and political problems are interwoven in the sense that the emerging states need to build political consensus in order to tackle the economic and social difficulties. Democratic institutions have not always been successful in this respect.

Despite clear aspirations by the Association of Southeast Asian Nations (ASEAN) to create an effective and transparent framework to facilitate movements among skilled professionals within the ASEAN by December 2015, progress has been slow and uneven. This report examines the challenges ASEAN member states face in achieving the goal of greater mobility for the highly skilled, including hurdles in recognizing professional qualifications, opening up access to certain jobs, and a limited willingness by professionals to move due to perceived cultural, language, and socioeconomic differences. The cost of these barriers is staggering and could reduce the region's competitiveness in the global market. This report launches a multiyear effort by ADB and the Migration Policy Institute to better understand the issues and develop strategies to gradually overcome the problems. " Southeast Asia has become a hotbed of strategic rivalry between China and theUnited States. China is asserting its influence in the region through economic statecraft and far-reaching efforts to secure its sovereignty claims in the South China Sea, while the United States has promoted a Free and Open Indo-Pacific strategy that explicitly challenges China's expanding influence—warning other countries that Beijing is practicing predatory economics and advancing governance concepts associated with rising authoritarianism in the region. In this timely volume, leading experts from Southeast Asia, Australia, and the United States assess these great power dynamics by examining the strategic landscape, domestic governance trends, and economic challenges in Southeast Asia, with the latter focusing especially on infrastructure. At the international level, the European Union (EU) continues to grapple with its debt crisis with no clear resolution in sight. On the other side of the Atlantic, the US is gearing up for its presidential and congressional elections that will take place towards the end of 2012. The outcome of these elections would have implications for America's relations with countries in East Asia, particularly China. Already, in the run-up to these elections, potential candidates have whipped up anti-China sentiments or even called for tough anti-China measures to appeal their respective constituencies.More significantly, with the relative decline of the US and EU, increasing doubts have been raised concerning the values and beliefs that have undergird the US and individual European countries' political system and institutions since World War Two. China's current stellar economic growth in the midst of the sputtering performance of the US and the EU economies have lent increasing legitimacy to the attractiveness of China's model that combines strong authoritarian leadership with the vibrancy of a market economy. Managing a rising China and a declining US and the EU will have an impact, whether big or small, on the countries in Asia.Also, in East Asia, a number of countries have either undergone or are going to undergo major elections that have elected or will elect a new leadership to take over the helm, with possible implications for policy adjustments or possibly even policy changes in these countries. The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.
