This book analyzes the Central Asian economies of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan, from their buffeting by the commodity boom of the early 2000s to its collapse in 2014. Richard Pomfret examines the countries’ relations with external powers and the possibilities for development offered by infrastructure projects as well as rail links between China and Europe. The transition of these nations from centrally planned to market-based economic systems was essentially complete by the early 2000s, when the region experienced a massive increase in world prices for energy and mineral exports. This raised incomes in the main oil and gas exporters, Kazakhstan and Turkmenistan; brought more benefits to the most populous country, Uzbekistan; and left the poorest countries, the Kyrgyz Republic and Tajikistan, dependent on remittances from migrant workers in oil-rich Russia and Kazakhstan. Pomfret considers the enhanced role of the Central Asian nations in the global economy and their varied ties to China, the European Union, Russia, and the United States. With improved infrastructure and connectivity between China and Europe (reflected in regular rail freight services since 2011 and China’s announcement of its Belt and Road Initiative in 2013), relaxation of United Nations sanctions against Iran in 2016, and the change in Uzbekistan’s presidency in late 2016, a window of opportunity appears to have opened for Central Asian countries to achieve more sustainable economic futures.

More than two decades after the break-up of the Soviet Union, Central Asian republics—Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan—continue to reexamine and debate whom and what they represent. Nationalism and Identity Construction in Central Asia explores the complex and controversial process of identity formation in the region using a “3D” framework, which stands for “Dimensions”, “Dynamics,” and “Directions” of nation building. The first part of the framework—dimensions—underscores the new and complex ways in which nationalisms and identities manifest themselves in Central Asia. The second part—dynamics—is premised on the idea that nationalisms and identity construction in the Central Asian republics may indicate some continuities with the past, but are more concerned with legitimation of the present power politics in these states. It calls for the identification of the main actors, strategies, tactics, interests, and reactions to the processes of nationalism and identity construction. The third part of the framework—directions—addresses implications of nationalisms and identity construction in Central Asia for regional and international peace and cooperation. Jointly, the chapters of the volume address domestic and international-level dimensions, dynamics, and directions of identity formation in Central Asia. What unites these works is their shared modern and post-modern understanding of nations, nationalisms, and identities as discursive, strategic, and tactical formations. They are viewed as “constructed” and “imagined” and therefore continuously changing, but also fragmented and contested.

This book is aimed both at researchers and advanced students of Central Asia, the space of the former USSR, and the foreign policy of Russia and China. The authors adopt a sociological approach in understanding how power structures emerged in the wake of the Soviet collapse. The independencies in Central Asia did not happen as a consequence of a nationalist struggle, but because the USSR imploded. Thus, instead of the elites being replaced, the same Soviet elites who had competed for power in the previous system continued to do so in the new one, which they had to build, adapting themselves and the system to their needs. Additionally, unlike in the immense majority of the independent states that emerged from decolonization, the social movements and capacity to mobilize the people were very weak in the new Central Asian states. For this reason, the configuration of the new systems was the product of a competition for power between a very small number of elites who did not have to answer to the people and their demands. Thus, the new power regimes acquired a strong neopatrimonial component. Analyzing the structure of societies, economies and polities of post-socialist states, this book will be of great interest to scholars of Central Asia, to sociologists, and to scholars of China's rise.

The multicultural region of Central Eurasia is living through its early post-independence years and as such serves as an ideal case to study and analyse theories of identity and foreign policy in a non-European context. Looking to re-introduce identity as a multidimensional factor informing state behaviour, this book analyses the experiences of the different Central Eurasian states in their post-independence pursuits. The book is structured into two broadly defined sections, with the first half examining the different ways in which the combination of domestic, regional, international and trans-national forces worked to advance one national identity over the others in the states that comprise the region of post-Soviet Central Eurasia. In the second half, chapters analyse the many ways in which identity, once shaped, affected foreign policy behaviours of the regional states, as well as the overall security dynamics in the region. This book addresses how to mitigate regional tensions and enhance cooperative opportunities through well-designed regional institutions and organizations among countries in geographical proximity. We use the case of Central Asia (i.e., Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) to employ our conceptual framework of ‘externally guided regionalism.’ The following questions guide the study: How and by what forces has Central Asian regionalism evolved, and what are the main characteristics and political implications of the continuously evolving regional institutions? We discuss not only the extra-regional influential actors (i.e., Russia, the United States, the European Union, and China), but also intra-regional initiatives, strategies, and struggles in securing stability and sovereignty. Extra-regional actors’ growing competition over molding their own kind of multilateralism involving this region has contributed to the current direction of Central Asia’s regionalization. Concurrently, Central Asia’s political conditions and constraints interactively contribute to ever-increasing institutional sprawl.
