Alcohol, Drugs, and Impaired Driving addresses many theoretical and practical issues related to the role played by alcohol and other psychoactive drugs on driving performance, road-traffic safety, and public health. Several key forensic issues are involved in the enforcement of laws regulating driving under the influence of alcohol and/or other drugs, including analytical toxicology, pharmacology of drug action, as well as the relationships between dose taken, concentration levels in the body, and impairment of performance and behavior. Our knowledge of drunken driving is much more comprehensive than drugged driving, so a large part of this book is devoted to alcohol impairment, as well as impairment caused by use of drugs other than alcohol. For convenience, the book is divided into four main sections. The first section gives some historical background about measuring alcohol in blood and breath as evidence for the prosecution of traffic offenders. The important role of the Breathalyzer instrument in traffic-law enforcement, especially in Australia, Canada, and the USA is presented along with a biographical sketch of its inventor (Professor Robert F. Borkenstein of Indiana University) with focus on the man, his work and his impact. The second section discusses several issues related to forensic blood and breath-alcohol alcohol analysis as evidence for prosecution of traffic offenders. This includes how the results should be interpreted in relation to impairment and an evaluation of common defense challenges. Because most countries have adopted concentration per se laws, the main thrust of the prosecution case is the suspect’s measured blood- or breath-alcohol concentration. This legal framework necessitates that the analytical methods used are "fit for purpose" and are subjected to rigorous quality assurance procedures. The third section gives a broad overview of the current state of knowledge about driving under the influence of non-alcohol drugs in various countries. This includes adoption of zero-tolerance laws, concentration per se statutes, and clinical evidence of driver impairment based on field sobriety tests and drug recognition expert evidence. The fourth section deals with epidemiology, enforcement, and countermeasures aimed at reducing the threat of drunken and drugged driving. All articles have appeared previously in the international journal Forensic Science Review, but all are completely updated with current data, references, and the latest research on developments since the articles were published. This book contains a convenient collection of the best articles covering recommendations for blood and breath testing methods, public policy relating to such methods, and forensic and legal implications of the enforcement of measures to counter driving under the influence.

Road space is shared by multiple vehicles (i.e. cars, taxis, buses, trucks, motorcycles, and mopeds), pedestrians, animals and many other categories of travellers. Easy availability of motor vehicles and advancements in their technology has made road travel easy; on the other hand, this has also resulted in a significant increase in the number of motor vehicle related injuries. Road traffic related injuries remain an important public health problem globally. It has been estimated that approximately 1.25 million people succumb to road traffic injuries annually worldwide, and between 20 and 50 million people sustain non-fatal injuries. It is a cause of great concern that 59% of the severely injured population is young adults aged between the age of 15 and 44 years. At present, globally road traffic injuries are ranked as the eighth leading cause of mortality, and if the current trends continues, it is expected to be the seventh leading cause of mortality at the global level by 2030. Road traffic safety is one of the most significant concerns of the United Nations and a 5-tiered approach has been proposed to combat traffic accidents and fatalities. This includes improvements in health care services focusing on injury care, road safety management, road network safety, vehicular safety, and implementation of road safety legislation. Changes in practices like speed control, use of seatbelts and helmets, respecting traffic signals and signs, avoiding drunken driving (or use of drugs), following traffic rules (lane driving) and avoiding mobile phones while driving are some of the behavioural changes that can bring about a significant reduction in the number of road traffic related injuries. The present book consists of fifteen chapters related to various aspects concerning road traffic and safety, including epidemiology of road traffic injuries, occupant protection and safety devices, risk factors, a manual of safety measures, road safety in hilly terrain and conflict zones, prevention of head injuries, the role of alcohol and bicycle related injuries. Behavioral toxicology is a young discipline in the United States; so young, in fact, that this is one of its first books. Behavioral questions are bound to play a major role in future scientific work and governmental decisions involving the health effects of environmental contaminants and other chemicals. This role springs from two key problems that face scientists and public agencies required to set acceptable exposure standards or to determine criteria for the toxicity of therapeutic chemicals: How do you evaluate effects that may show up only as subtle functional disturbances? And how do you de tect toxic effects early enough so that they may still be reversible, before they produce major damage? The contributions in this book come from a collection of scientists whose interests span a wide variety of problem areas.
