The National Marine Conservation Areas System Plan is an important step in the process of creating a finite network of national marine conservation areas. The plan sets out an approach for the system's design in which Canada's three bordering oceans and the Great Lakes have been divided into 29 distinct marine regions, with a long-term goal of having a national marine conservation area within each region. The plan also attempts to portray each marine region with descriptions of its wildlife, marine and coastal environments, and current status of conservation areas in the region. The appendix includes a glossary and a list of marine-associated species assigned a status by the Committee on the Status of Endangered Wildlife in Canada.

During the establishment of a Marine Protected Area (MPA) in Canada, there is a requirement to develop a monitoring plan to ensure the management measures are effective and it is responding appropriately. A suggested framework to be used in the development of that plan for the proposed Laurentian Channel (LC) MPA is outlined in this document based on input and collaboration. The monitoring indicators that have been proposed are based on direct, indirect and anthropogenic pressure indicators to measure and assess not only the species of interest but also ecosystem components and anthropogenic elements that are intrinsically linked with the identified conservation objectives. Further, potential protocols and strategies are proposed that will enable the monitoring of the indicators which are based upon currently-available technologies and platforms. It is intended that this document represent the basis for the development of a monitoring plan by MPA managers in collaboration with stakeholders and Fisheries and Oceans Canada (DFO) Science Branch.

A Canadian Science Advisory Secretariat (CSAS) Regional Science Peer Review Process was held June 24-26, 2014 in St. John?s, Newfoundland and Labrador (NL) to provide a scientific peer review of a proposed Laurentian Channel Marine Protected Area (LC MPA) monitoring framework. This meeting was held in response to a request from Fisheries and Oceans Canada (DFO) Oceans sector which asked DFO Science sector to provide support and advice on the proposed LC MPA. Participation at the meeting included DFO Science, DFO Ecosystems Management (NL and Maritimes (MAR) Regions), and Memorial University of Newfoundland/Marine Institute. Three categories of indicators are proposed for monitoring the LC MPA: 1. direct indicators, which provide information on status and trends of species of interest related to the Conservation Objectives (COs); 2. indirect indicators, which will provide information on biotic and abiotic components of the environment that can help account for changes in the COs; and 3. anthropogenic pressure indicators, which can assess human activities that may affect the COs inside and outside of (i.e., adjacent to) the LC MPA.
