Guidelines to be used in the environmental impact assessment of the proposal by St. George Pulp and Paper Ltd. of St. George, New Brunswick, to redevelop the existing hydroelectric plant located in the St. George Gorge. The proposed redevelopment consists of decommissioning the existing powerhouse, constructing a new powerhouse containing one 12 MW Kaplan turbine, excavating a trailrace channel in the St. George Gorge, and installing a new penstock (water intake pipe). The guidelines include methods to be used in detailing environmental effects, mitigation, contingency and compensation, monitoring, and public consultation; information to be given on the project description and rationale, the identification and analysis of alternatives, and a description of the existing environment; and the potential impacts on surface water, air quality, groundwater, terrestrial resources, rare and endangered species, human health and safety, land use and property values, recreation and tourism, and quality of life.
