Unmanned aircraft systems (UASs) have become increasingly prevalent in and important to U.S. military operations. Initially serving only as reconnaissance or intelligence platforms, they now carry out such other missions as attacking enemy forces. The swift expansion in their numbers and in the demand for their employment has, however, significantly increased demands on logistics and training systems. The challenge is not simply training system operators but also training operational forces and their commanders to integrate the systems into combat operations. Much of that aspect of training has thus far happened as units employ the systems in actual operations - essentially, on-the-job training. UAS training, particularly for the employment of UASs, now needs to be integrated more formally and cost-effectively into service and joint training programs. This report develops a general concept for training military forces in employment of UASs and a framework for addressing the training requirements and discusses the limits of existing infrastructure in supporting UAS training. Interoperability among services is another issue, because services have thus far mainly developed training suitable for their own needs. But the services have established a set of multiservice tactics, techniques, and procedures for UASs, which should facilitate interoperability training. At present, units are not always ready for joint training, so the focus should be on improving training at the unit level in the employment of UAS capabilities, with the overall guiding principle being to "train as we fight."

U.S. Army aviation expanded dramatically in both size and breadth of activities after its inception in 1942, but much of its post-World War II history, particularly after the establishment of the Air Force as an independent service by the national Security Act of 1947, has been relatively neglected. Despite a certain amount of jockeying for position by both services, particularly in the early years after their separation, the Army was able to carve out a clear transport and operational combat role for its own air arm. "A History of Army Aviation - 1950-1962" examines the development of the Army's air wing, especially for air support of ground troops, both in terms of organization and in relation to the ongoing friction with the Air Force. After describing the rapid expansion of purely Army air power after 1950 and the accompanying expansion of aviation training, the book delves into the reorganization of aviation activities within a Directorate of Army Aviation. In particular, intensive experimentation at the Army Aviation School led to several practical weapons systems and helped to prove that weapons could be fired from rotary aircraft. "A History of Army Aviation - 1950-1962" also explores the development of new aircraft between 1955 and 1962, including the UH-1 medical evacuation, transport, and gunship helicopter and the HC-1 cargo copter. In addition, the book discusses the Berlin Crisis of 1961 as an impetus for immediate and unexpected expansion of army aviation, quickly followed by the beginnings of intervention in Vietnam by the end of 1962.

U.S. policymakers have stepped up systematic disaster preparedness efforts sharply since the terrorist attacks of September 11, 2001, including the creation of the U.S. Department of Homeland Security and a plethora of federal initiatives. Against a backdrop of natural disasters that occur each year in the United States and heightened concern about pandemic influenza, there is an emerging national consensus that the best path is an all-hazards approach to disaster preparedness planning and that effective local planning is critical. Military installations and their civilian counterparts-local government and local health-care providers, especially the U.S. Department of Veterans Affairs-can strengthen local-level disaster preparedness planning. This is an interim report for the first phase of a larger study aiming to develop a planning support tool for local military and civilian planners. It describes current policies and programs-especially those with nationwide application-for domestic emergency preparedness, risk analysis, and capabilities-based planning. It also describes results from interviews with local military and civilian planners at five selected sites to help understand how local preparedness planning currently operates and identify the needs of local planners. Collectively, these form the basis for a proposed tool, for which the framework is described in this report. The next phase of the study will include development and field testing of a proof-of-concept prototype of the tool.
