Under the ashes of half a century the fires of personal and party passion still glow in these pages; but only curious students in history care any longer to stir them. For such as these this volume is printed; not with a view to controversy, but to place before them historical matter which there is no further reason to withhold. Indeed, so far as controversy is concerned, the recent publication, by Mr. H. Cabot Lodge, of "The Life and Letters of George Cabot" has put at rest for ever the point which was chiefly in dispute fifty years ago. The appearance of that biography, marking as it does the moment when party-spirit begins to yield to the broader spirit of impartial investigation, has removed the last objection to publishing the paper entitled "Reply to the Appeal of the Massachusetts Federalists," which makes the larger portion of this volume. Both Mr. Lodge, and Mr. Plumer in preparing his "Life of William Plumer," had the free use of this paper in manuscript. Beginning with controversies related to British and French attacks on U.S. neutral trade in 1805, this book looks at crucial developments in national politics, public policy, and foreign relations from the perspective of New England Federalists. Through its focus on the partisan climate in Congress that appeared to influence federal statutes, New England Federalists: Widening the Sectional Divide in Jeffersonian America sets out to explain, in their own words, why Federalists, especially those often deemed extreme or radical by contemporaries and historians alike, escalated a campaign to repeal the Constitution’s three-fifths clause (which included slaves in the calculation for congressional representation and votes in the Electoral College) while encouraging violations of federal law and advocating northern secession from the Union. Unlike traditional interpretations of early nineteenth-century politics that focus on Jeffersonian political economy, this study brings the impetus for Federalist obstructionism and sectionalism into sharp relief. Federalists who became the sole defenders of New England’s economic independence and free labor force, later issued calls for northerners to unite against the spread of slavery and southern control of the central government. Along with controversies that placed sectional harmony in jeopardy, this work links themes in Federalist opposition rhetoric to the important antislavery arguments that would flourish in antebellum culture and politics.

The political project of pragmatism has focused primarily on its defense of democracy as the best political system to maintain and improve human well-being over lifetimes and generations. Pragmatism Politics and Perversity: Democracy and the American Party Battle describes this project of Peirce, Dewey, Hook, and Rorty, and combines it with Charles Beard's study of the party battle as the most determinative influence upon American democracy. The book updates and confirms Beard's hypothesis that the history of the party battle is a chronicle of perverse schemes and self-inflicted wounds - the most salient to date being the American Civil War - because it reflects a ceaselessly disruptive contest over the creation of two largely incompatible political states: nation state and market state. The book supports its thesis with detailed historical accounts of the formation of the Constitution and early federal judiciary, the sedition trials and political schemes of the 1790s, the frustration of market state Whigs to attract white working-class voters by exploiting their religious identities, the reckless machinations of Whig Republicans in precipitating a national crisis over a contrived threat of oligarchy and white slavery, and the ideological oscillations of the Supreme Court from market state to nation state jurisprudence and back again. To reduce perversity in political rhetoric and free up pragmatic democratic practices, the book proposes a robust neo-Madisonian view of free speech, where political actors and their surrogates are not only free to speak and write, but are also obligated to explain, retract, and revise what they have said and written.
