The work described in this report was initiated during the Interior Columbia Basin Ecosystem Management Project (ICBEMP). The ICBEMP produced a broad-scale scientific assessment of ecological, biophysical, social, and economic conditions for the interior Columbia River basin and portions of the Klamath and Great Basins. The broad-scale assessment made extensive use of potential vegetation (PV) information. This report (1) discusses certain concepts and terms as related to PV, (2) describes how a PV framework developed for the broad-scale ICBEMP assessment area was stepped down to the level of a single section in the national hierarchy of terrestrial ecological units, (3) describes how fine-scale potential vegetation types (PVTs) identified for the Blue Mountains section were aggregated into the midscale portion of the PV hierarchy, and (4) describes the PVT composition for each of the midscale hierarchical units (physiognomic class, potential vegetation group, plant association group).

A representativeness assessment of National Forest System (N FS) Research Natural Areas in ldaho summarizes information on the status of the natural area network and priorities for identification of new Research Natural Areas. Natural distribution and abundance of plant associations is compared to the representation of plant associations within natural areas. Natural distribution and abundance is estimated using modeled potential natural vegetation, published classification and inventory data, and Heritage plant community element occurrence data. Minimum criteria are applied to select only viable, high quality plant association occurrences. In assigning natural area selection priorities, decision rules are applied to encompass consideration of the adequacy and viability of representation. Selected for analysis were 1,024 plant association occurrences within 214 natural areas (including 115 NFS Research Natural Areas). Of the 1,566 combinations of association within ecological sections, 28 percent require additional data for further analysis; 8, 40, and 12 percent, respectively, are ranked from high to low conservation priority; 13 percent are fully represented. Patterns in natural area needs vary between ecological section. The result provides an operational prioritization of Research Natural Area needs at landscape and subregional scales. Objective ranking criteria provide clear accounting of priority assignments that are easily updated to reflect changing information or conditions.

Fuel and vegetation spatial data layers required by the spatially explicit fire growth model FARSITE were developed for all langs in and around the Selway-Bitterroot Wilderness Area in Idaho and Montana. Satellite imagery and terrain modeling were used to create the three base vegetation spatial data layers of potential vegetation, cover type, and structural stage. Fire behavior fuel models and crown characteristics were assigned to combinations of base layer categories on these maps by local fire managers, ecologists, and existing data. FARSITE fuels maps are used to simulate growth of prescribed natural fires in the wilderness area, aiding managers in the planning and allocation of resources. An extensive accuracy assessment of all maps indicated fuels layers are about 60 percent accurate. This methodology was designed to be replicated for other areas.
