This open access book discusses financial crisis management and policy in Europe and Latin America, with a special focus on equity and democracy. Based on a three-year research project by the Jean Monnet Network, this volume takes an interdisciplinary, comparative approach, analyzing both the role and impact of the EU and regional organizations in Latin America on crisis management as well as the consequences of crisis on the process of European integration and on Latin America’s regionalism. The book begins with a theoretical introduction, exploring the effects of the paradigm change on economic policies in Europe and in Latin America and analyzing key systemic aspects of the unsustainability of the present economic system explaining the global crises and their interconnections. The following chapters are divided into sections. The second section explores aspects of regional governance and how the economic and financial crises were managed on a macro level in Europe and Latin America. The third and fourth sections use case studies to drill down to the impact of the crises at the national and regional levels, including the emergence of political polarization and rise in populism in both areas. The last section presents proposals for reform, including the transition from finance capitalism to a sustainable real capitalism in both regions and at the inter-regional level of EU-LAC relations.The volume concludes with an epilogue on financial crises, regionalism, and domestic adjustment by Loukas Tsoukalis, President of the Hellenic Foundation for European and Foreign Policy (ELIAMEP). This award-winning book answers some of the big questions on the legitimacy of the European Union. Specifically, it looks at what it would mean for the EU to be considered a legitimate body and where our ideas on this question come from. The Struggle for EU Legitimacy traces the history of constructions and contestations of the EU's legitimacy, in discourses of the European institutions and in public debate. Through an interpretive, non-quantitative textual analysis of an eclectic range of sources, it examines both long-term patterns in EU-official discourses and their reception in member-state public spheres, specifically in the German and French debates on the Maastricht and Constitutional Draft Treaties. The story told portrays the history of legitimating the EU as a continuous contest over the ends and goals of integration, as well as a balancing act—which was inescapable given the nature of the integration project—between 'bringing the people in' and 'keeping them out'. If the plans concerning EMU will be realised, by 2002 national currencies will be replaced by the Euro and national central banks will be partially replaced by the European Central Bank. The Politics of Economic and Monetary Union starts with the argument that EMU is more a political than an economic project. It develops this theme by addressing five different questions. First, precisely what is the general role of EMU in the globalising political economy? Second, how EMU will change the power relations and the relationship between `political' and `economic'? Third, what effects will EMU have on generally accepted values - including for example efficiency, self-determination, and democracy? Fourth, how does the EMU-related politics of symbols - including money - take part in constructing political identities? And last, but certainly not least, what effects EMU will have on the social and political dimension of the Union and thus also on its legitimacy? The politics of EMU includes many dimensions. The book tries to explain the hegemony of the neoliberal and German vision of Europe in the context of recent development in the global political economy. It assesses the consequences of this hegemony and the possibility for alternatives from a variety of perspectives. In many chapters, it is also argued that the legitimation problems of the Union may turn into an acute crisis also because of EMU. We should expect an actualised crisis to lead to a transformation of the Union.

This volume examines the interrelationship between democratic legitimacy at the European level and the ongoing Eurozone crisis that began in 2010. Europe's crisis of legitimacy stems from 'governing by rules and ruling by numbers' in the sovereign debt crisis, which played havoc with the eurozone economy while fueling political discontent. Using the lens of democratic theory, the book assesses the legitimacy of EU governing activities first in terms of their procedural quality ('throughput), ' by charting EU actors' different pathways to legitimacy, and then evaluates their policy effectiveness ('output') and political responsiveness ('input'). This book builds upon our knowledge of the far-reaching economic, political and social effects of the Euro crisis on the European Union by providing a unique study of European identities. In particular, it considers the impact on the construction of European identities in political and media discourse in Germany, Ireland and Poland—three countries with profoundly different experiences of the crisis and never before compared in a single study. Offering an original insight into the dynamics of identity change at moments of upheaval, the author argues that political and media actors in the early stages of the crisis drew on long-standing identities in order to make sense of the crisis in the public sphere. European identity discourses are thus resilient to change but become central to legitimising and contesting bailouts and further economic integration. As such, the author challenges the commonly held view that identities change dramatically at times of crisis but argues that this very resilience helps to understand the EU’s current divisions. The study of identity during the Euro crisis sheds important light on the prospects for European solidarity as well as on the future of the single currency as an identity-building project. This volume examines why the 2008 financial crisis with the subsequent Great Recession did not foster a major institutional transformation of the capitalist market economy. It highlights the role of ideas and public discourse in explaining institutional stability and change in the wake of economic crises and other critical junctures. Examining legitimation discourse in four OECD countries (Germany, Switzerland, the United Kingdom and the United States) between 1998 and 2011, the contributions to the volume use different text-analytical methods to bring out the ideas that underpin affirmative and critical media discourse on the capitalist regime. Individual chapters focus on the contours and trajectories of legitimation discourse before and after the financial crisis, on the attribution of responsibility for the crisis, on the use of metaphors and narratives, and on the formation of discourse coalitions challenging the regime. Together, they show that the post-2008 legitimation crisis of the capitalist market economy did not result in its sustained delegitimation or in powerful new ideas that might have mobilized support for radical institutional change. The book will appeal to students and scholars of economic sociology, media studies and political science.
