These guidelines on assistance to disabled refugees offer insights and guidance on how to identify and cope with people who fall into this category of refugees. Terms such as impairment, disability and handicap are defined on the basis of an international classification scheme developed by WHO to assist people in the field. This publication addresses patterns of disability among refugees, the prevalence of mental and physical handicaps as a result of their refugee experience and acknowledges that preventive measures should reduce the incidence of disability among refugees. Recognized strategy on disability is discussed and presented as a two-pronged effort with the emphasis on prevention and rehabilitation through a community-based approach. Early intervention together with appropriate and timely action are shown to prevent disease/injury leading to impairment, disability and handicap. Furthermore the guidelines stipulate that disabled refugees fall within the existing legislation of the countries in which they are seeking asylum and that measures for disabled refugees are based on the concept of community-level care which are generally incorporated into the overall Care and Maintenance Programme. A more systematic approach is called for the development, implementation and review of programmes in relation to the policies outlined in these guidelines. Where needs are identified that fall within the suggested policy framework but which cannot be met through existing local or UNHCR resources, field offices are expected to make these known to Headquarters.
