Book Description
Contrary to popular misconceptions and public branding as "dirty tricks," covert action and counterintelligence can have considerable value. Democracies, while wary of these instruments, have benefited significantly from their use, saving lives, treasure, and gaining strategic advantage. As liberal democracies confront the post-Cold War mix of rogue states and non-state actors, such as criminals and terrorists, and weapons of mass destruction and mass disruption, these clandestine arts may prove to be important tools of statecraft, and perhaps trump cards in the twenty-first century. Godson defines covert action as influencing events in other parts of the world without attribution, and counterintelligence as identifying, neutralizing, and exploiting the secret activities of others. Together they provide the capability to resist manipulation and control others to advantage. Counterintelligence protects U.S. military, technological, and diplomatic secrets and turns adversary intelligence to U.S. advantage. Covert action enables the United States to weaken adversaries and to assist allies who may be hampered by open acknowledgment of foreign support. Drawing on contemporary and historical literature, broad-ranging contacts with senior intelligence officials in many countries, as well as his own research and experience as a longtime consultant to the U.S. government, Godson traces the history of U.S. covert action and counterintelligence since 1945, showing that covert action works well when it is part of a well-coordinated policy and when policy makers are committed to succeeding in the long-term. Godson argues that the best counterintelligence is an offensive defense. His exposition of the essential theoretical foundations of both covert action and counterintelligence, supported by historical examples, lays out the ideal conditions for their use, as well as demonstrating why they are so difficult to attain. This book will be of interest to students and general readers interested in political science, national security, foreign policy, and military policy.

Book Description
When Joint Special Operations Command deployed Task Force 714 to Iraq in 2003, it faced an adversary unlike any it had previously encountered: al-Qaeda in Iraq (AQI). AQI’s organization into multiple, independent networks and its application of Information Age technologies allowed it to wage war across a vast landscape. To meet this unique threat, TF 714 developed the intelligence capacity to operate inside those networks, and in the words of commander Gen. Stanley McChrystal, USA (Ret.) “claw the guts out of AQI.” In Transforming US Intelligence for Irregular War, Richard H. Shultz Jr. provides a broad discussion of the role of intelligence in combatting nonstate militants and revisits this moment of innovation during the Iraq War, showing how the defense and intelligence communities can adapt to new and evolving foes. Shultz tells the story of how TF 714 partnered with US intelligence agencies to dismantle AQI’s secret networks by eliminating many of its key leaders. He also reveals how TF 714 altered its methods and practices of intelligence collection, intelligence analysis, and covert paramilitary operations to suppress AQI’s growing insurgency and, ultimately, destroy its networked infrastructure. TF 714 remains an exemplar of successful organizational learning and adaptation in the midst of modern warfare. By examining its innovations, Shultz makes a compelling case for intelligence leading the way in future campaigns against nonstate armed groups.

Book Description
While several fine texts on intelligence have been published over the past decade, there is no complementary set of volumes that addresses the subject in a comprehensive manner for the general reader. This major set explains how the sixteen major U.S. intelligence agencies operate, how they collect information from around the world, the problems they face in providing further insight into this raw information through the techniques of analysis, and the difficulties that accompany the dissemination of intelligence to policymakers in a timely manner. Further, in a democracy it is important to have accountability over secret agencies and to consider some ethical benchmarks in carrying out clandestine operations. In addition to intelligence collection and analysis and the subject of intelligence accountability, this set addresses the challenges of counterintelligence and counterterrorism, as well covert action. Further, it provides comparisons regarding the various approaches to intelligence adopted by other nations around the world. Its five volumes underscore the history, the politics, and the policies needed for a solid comprehension of how the U.S. intelligence community functions in the modern age of globalization, characterized by a rapid flow of information across national boundaries.
