The first premise of this book is that farmers need access to options for improving their situation. In agricultural terms, these options might be manage ment alternatives or different crops to grow, that can stabilize or increase household income, that reduce soil degradation and dependence on off-farm inputs, or that exploit local market opportunities. Farmers need a facilitating environment, in which affordable credit is available if needed, in which policies are conducive to judicious management of natural resources, and in which costs and prices of production are stable. Another key ingredient of this facilitating environment is information: an understanding of which options are viable, how these operate at the farm level, and what their impact may be on the things that farmers perceive as being important. The second premise is that systems analysis and simulation have an impor tant role to play in fostering this understanding of options, traditional field experimentation being time-consuming and costly. This book summarizes the activities of the International Benchmark Sites Network for Agrotechnology Transfer (IBSNAT) project, an international initiative funded by the United States Agency for International Development (USAID). IBSNAT was an attempt to demonstrate the effectiveness of understanding options through systems analysis and simulation for the ultimate benefit of farm households in the tropics and subtropics. The idea for the book was first suggested at one of the last IBSNAT group meetings held at the University of Hawaii in 1993.

In The Globalization of Wheat, Marci R. Baranski explores Norman Borlaug’s complicated legacy as godfather of the Green Revolution. Winner of the Nobel Peace Prize in 1970 for his role in fighting global hunger, Borlaug, an American agricultural scientist and plant breeder who worked for the Rockefeller Foundation, left a legacy that divides opinions even today. His high-yielding dwarf wheat varieties, known as miracle seeds, effectively doubled and tripled crop yields across the globe, from Kenya to India and Argentina to Mexico due to their wide adaptation. But these modern seeds also required expensive chemical fertilizers and irrigation, both of which were only available to wealthier farmers. As the global population grows and incomes in poor countries rise, so too, will the demand for food, placing additional pressure on sustainable food production. Climate change adds a further challenge, as changes in temperature and precipitation threaten agricultural productivity and the capacity to feed the world's population. This study assesses how serious the danger to food security might be and suggests some steps policymakers can take to remedy the situation.Using various modeling techniques, the authors project 15 different future scenarios for food security through 2050. Each scenario involves an alternative combination of potential population and income growth and climate change. The authors also examine the specific test case of a hypothetical extended drought in South Asia, to demonstrate the possible effects of increased climate variability on a particular world region. They conclude that the negative effects of climate change on food security can be counteracted by broad-based economic growthparticularly improved agricultural productivityand robust international trade in agricultural products to offset regional shortages. In pursuit of these goals, policymakers should increase public investment in land, water, and nutrient use and maintain relatively free international trade. This inquiry into the future of food security should be of use to policymakers and others concerned with the impact of climate change on international development.

This publication presents a GIS-based approach for revising the definitions of global maize production environments, called “mega-environments” (MEs), used by CIMMYT and its partners. A cluster analysis was performed on climate data, representing a four-month growing season, for key maize producing locations. Assuming rainfed production, the onset of the growing season was determined based on the month when the ratio of precipitation over potential evapotranspiration exceeds 0.5. Diagnostic criteria for mapping MEs were based on cluster analysis results and expert knowledge. The resulting maps can be used to select appropriate target environments for maize germplasm and trials, as well as in priority setting and site selection for global maize breeding programs.
