This volume is a comparative study of family change in Europe and its dependency on social policy regimes. The authors explore family discourse, family law, single parents, gender relations, the "new fathers", divorce, and abortion within the framework of national policies vis-a-vis the family. Conventional wisdom assumes that policy decisions affecting the life situation of a population shape different opportunities for private living, particularly in relation to children and the family. But, the authors argue, it would be too simplistic to assume a direct causal link between welfare policies for the family and developments in the family sector. Family change is in fact mediated by institutional factors as well as by cultural traditions and political intervention. The chapters in this volume deal with the substantial and methodological problems of ascertaining the impact of different national policy regimes on family change.

After an academic career of 35 years, most of which as ordinary professor, Prof. Dr. Wilfried Dumon became professor emeritus at the end of September 1998. Together with a few others, he was present at the cradle of Leuven sociology in the middle of the 1960s. He participated in the construction of the necessary administrative, logistic, and academic structures as well as in the establishment of the research and educational domains in which Leuven sociology would specialize. Very soon there developed a unique sociological prespective that is known as the Leuven triangle: the integration of sociological theory, methodology, and social policy. Within this framework, the name of Wilfried Dumon is inextricably bound up with the sociology of the family, or more broadly, with the family sciences.Without doubt, he was the standard bearer of Flemish family sociology. Hundreds of students profited from his unusual - others would use much more colorful adjectives - form of teaching, in both form and content. He was directly or indirectly responsible for virtually all the courses in Leuven family sociology, also outside of his own Faculty. And those whose licentiate or doctoral thesis dealt with a theme that was in any way related to subjects like marriage, the family, or sexuality, were invariably confronted with his critical analysis and unique vocabulary. Wilfried Dumon also took on many policy positions such as editorial secretary or editor-in-chief of journals, director or manager of all sorts of institutions, and member, director or chairman of several commissions and associations. And all of this both nationally and internationally. Indeed, Wilfried Dumon had and has an extensive and tightly knit network of warm academic contacts the world over.On the occasion of his retirement, a liber amicorum has been compiled. With this initiative, the Faculty of Social Sciences, the Department of Sociology, and the Section for the Sociology of the Family, the Population and Health Care wish to express deep appreciation and gratitude for an inspirer and standard bearer. Social indicators are an important tool for evaluating a country's level of social development and for assessing the impact of policy. Such indicators are already in use in investigating poverty and social exclusion in several European countries and have begun to play a significant role in advancing the social dimension of the European Union as a whole. The purpose of this book is to make a scientific contribution to the development of social indicators for the purposes of European policy-making. It considers the principles underlying the construction of policy-relevant indicators, the definition of indicators, and the issues that arise in their implementation, including that of the statistical data required. It seeks to bring together theoretical and methodological methods in the measurement of poverty/social exclusion with the empirical practice of social policy. The experience of Member States is reviewed, including an assessment of the National Action Plans on Social Inclusion submitted for the first time in June 2001 by the fifteen EU governments. The key areas covered by the book are poverty, including its intensity and persistence, income inequality, non-monetary deprivation, low educational attainment, unemployment, joblessness, poor health, poor housing and homelessness, functional illiteracy and innumeracy, and restricted social participation. In each case, the book assesses the strengths and weaknesses of different indicators relevant to social inclusion in the European Union, and makes recommendations for the indicators to be employed. Indicators for Social Inclusion in the European Union is being published at a critical stage in the evolution of the social agenda of the European Union. It is hoped that the report will play a role in widening public debate about the social dimension of Europe and that it will be of value to the social partners, to non-governmental and grass roots organizations, and to those living in poverty and social exclusion. It seeks to provide both a constructive background document at a crucial juncture in the evolution of the social dimension of the European Union and a reference work of continuing value.
