Each year construction events occur on interstates and highways to repair the road network. To perform these activities a work zone, or a temporary closing of a lane or shoulder, is required. However, work zones can have significant impacts on traffic flow, especially during peak travel times. To mitigate the impact of work zones, the Kansas Department of Transportation (KDOT) has developed a lane closure guide to assist KDOT personnel and contractors in determining times during the day and days of the week that a lane can be closed to traffic. Data were gathered from WICHway, the Intelligent Traffic System (ITS), for the Wichita, Kansas, region. Fifteen-minute traffic-count data were collected from WICHway for the three-and-a-half years from January 2016 through June 2019. The data were cleaned and put into two resources for contractors, a Microsoft Access Database and an ESRI Dashboard. The Access Database allows the user to identify a segment of interest from a list and see what times during the week a lane could be closed without slowing traffic flows. The ESRI Dashboard brings a spatial element to the same dataset that shows the highway links of interest on a map along with the traffic flow. These tools help contractors determine when and where lanes can be reasonably closed for construction efforts.

To perform many of these activities a short or long-term work zone is required. However, short and long-term work zones can have significant impacts on traffic flow, especially during peak travel times. To mitigate the impact of work zones, the Kansas Department of Transportation (KDOT) has developed a lane closure guide to assist KDOT personnel and contractors in determining times during the day that a lane can be closed to traffic. The existing lane closure guide was comprised of limited data sources and assumptions based on past traffic counts. The purpose of this research study was to evaluate the existing guide and update it using a consistent data source that reflects current roadway conditions. During the evaluation of the existing lane closure guide, several inconsistencies with traffic counts, directional splits, and adjustment factors were found. To eliminate the consistencies, data from the Kansas City Traffic Management Center was used. During the procedure of updating the lane closure guide a repeatable data extraction process and a quality assurance/quality control process were utilized. In addition to updating the KDOT lane closure guide, sensor data verification was performed on one KC Scout sensor on K-10 using road tubes. The data from the road tubes was then compared to the data extracted from KC Scout during the same time interval. The comparison found the road tubes and KC Scout counted statistically the same number of cars for the chosen interval. However, the comparison found the road tube's average speed for chosen interval to be on average 10 percent higher than KC Scout, which was statistically significant.

Each year short- and long-term work zones are put into place to allow for maintenance and rehabilitation of highways. However, work zones can have a significant impact on traffic flow. To reduce the impacts of work zones, KDOT developed a Lane Closure Guide to recommend times during a day a lane could be shut down for construction. The existing Lane Closure Guide was developed on limited information and estimations of traffic volumes. The objective of this research was to evaluate the existing Lane Closure Guide, survey other highway agencies on their policies for closing a lane, and update the Lane Closure Guide with traffic management center data. The results of this study found inconsistencies in the existing Lane Closure Guide and gaps in information such as directional split. The research team utilized Kansas City Scout data to update the Lane Closure Guide with accurate information that reflects current field conditions. Additionally, the research team developed a quality assurance/quality control (QA/QC) process to ensure the Lane Closure Guide performed in a consistent and accurate way. Two areas for future work emerged from the results of this research project. A program should be developed that can automatically update the Lane Closure Guide each year or in real time. Also, gaps in data coverage should be updated when additional information is available or obtained from counters placed in areas that previously lacked counters. Ideally, the Gateway project area should be the first location where traffic counters should be placed, followed by a counter on the bridge over the Missouri River.

Temporary work zones in the United States continue to be an important and necessary aspect of preserving, expanding, and maintaining the roadway infrastructure network. However, work zones present a unique variable in that depending on the type of work being performed, they may require a reduction in roadway capacity if one or more lanes are closed temporarily. A reduction in capacity may lead to non-recurring congestion and safety concerns. A previous study conducted by the research team established a lane closure guide for the Kansas City metropolitan area where 1,500 passenger cars per hour per lane (pcphpl) was the established threshold for closing a lane based on the Highway Capacity Manual (HCM). The objective to this follow-up study was to determine if the 1,500 pcphpl threshold was appropriate based on historical work zones and KC Scout traffic operations center data. Data were extracted for work zones, and the 85th percentile and maximum sustained flow were investigated. An analysis of data found significant errors in the data where the sensor data indicated a work zone was not present during the specified time period. Multiple QA/QC checks were performed to ensure data was accurate. Based on the analyses, it is recommended that a ground-truthing methodology be used to ensure that sensors are recognizing a highway lane is closed and background traffic noise is not being collected by the sensors.
