The supplementary research aimed to include newly reviewed and emerging technologies available such as point-to-point speed cameras; update the recommended mix of speed enforcement practices, the circumstances in which each should be applied, and the objective seeking to be achieved; and review available infringement management models worldwide in terms of their ability to facilitate a reduction in speeding effectively and efficiently through deterrence and detection.

The Western Australian government decided to take a bold approach by developing a new road safety strategy in full accord with the principles of the Safe System. With the assistance of a mathematical model developed by the Monash University Accident Research Centre, comparisons were made of cumulative serious casualties potentially saved for various combinations of Safe System elements, namely safe roads and roadsides, safe speeds, safe vehicles and safe road use. An ambitious combination of these initiatives was established in order to deliver major reductions in serious road trauma throughout Western Australia . If adopted fully, annual serious casualties are estimated to fall to around 50% of their 2006 levels by 2020.

A study was undertaken to review the recent Australian and international literature relating to traffic law enforcement. The specific areas examined included alcohol, speed, seat belts and signalised intersections. The review documents the types of traffic enforcement methods and the range of options available to policing authorities to increase the overall efficiency (in terms of cost and human resources) and effectiveness of enforcement operations. The review examines many of the issues related to traffic law enforcement including the deterrence mechanism, the effectiveness of legislation and the type of legal sanctions administered to traffic offenders. The need to use enforcement in conjunction with educational and environmental/engineering strategies is also stressed. The need for publicity to support enforcement operations, police training and education programs is also documented. The review concludes with a series of recommendations regarding the most promising options available to authorities to improve the effectiveness of traffic law enforcement operations.
