Ce rapport doit beaucoup aux réflexions entreprises par ailleurs, sur le même sujet, par Nellie Smit Kroes, Edgar Pisani, et par le groupe Transport de l’« European Round Table ». Ce rapport annonce des travaux nouveaux, effectués dans le cadre du Commissariat général du Plan et du Conseil économique et social, qui doivent être publiés en 1992.
