The DoD STTR Program provides incentive for small businesses and non-profit research institutions such as universities and federally funded research and development centers to work together to move ideas from research to the marketplace, and to address the technological needs of our armed forces. Under Phase I, DoD makes awards to one or more proposals responding to advertised tics. Typically, a Phase I effort determines feasibility of proposed ideas and does not exceed one year; proposals selected for award contain an approach to the problem as well as prospects for commercialization of the resulting innovation. Phase I success is prerequisite for Phase II support, typically 24 months, resulting in the delivery of a well-defined product or process.
