The Government recognises that aid spending has sometimes been controversial at home because people want to know that it is squarely in the UK's national interest. Recent crises have proved, though, why aid is so important for us as well as for the countries we assist. The 2015 Spending Review is therefore being used to fundamentally review how this budget is spent. Spending will be shaped according to four strategic objectives. The strategy sets out how, as a result of the new approach, we will: allocate 50% of all DFID's spending to fragile states and regions; increase aid spending for the Syrian crisis and the related region; end all traditional general budget support - so we can better target spending; use an expanded cross-government Conflict, Stability and Security Fund (CSSF) to underpin our security objectives by supporting the international work of the National Security Council (NSC); create a £500 million ODA crisis reserve to allow still greater flexibility to respond to emerging crises such as the displacement of Syrian refugees; fund a new £1 billion commitment to global public health (the "Ross Fund") which will fund work to tackle the most dangerous infectious diseases, including malaria. The fund will also support work to fight diseases of epidemic potential, such as Ebola, neglected tropical diseases, and drug resistant infections; and use a new cross-government Prosperity Fund, led by the NSC, to drive forward our aim of promoting global prosperity.

The UK has the potential to be world leader in innovation. The strength of UK universities and the wider knowledge base is a national asset being the most productive in the G8. But the challenges are great. To succeed in the global innovation economy, the UK must strengthen its ability to accelerate the commercialization of emerging technologies, and to capture the value chains linked to these. We have already made clear our commitment by maintaining the annual £4.6 billion budget for science and research programmes, with £150 million each year support university-business interaction. The UK's universities are increasingly collaborating with each other and with external organization to develop and commercialise knowledge, last year securing over £3 billion from external sources. This paper outlines a series of measures to make it easier for individuals, businesses and the public sector to innovate alone or in partnership. As part of a package of support the Government is relaunching the popular Smart brand and will increase the funding to the Technology Strategy Board. Also the Government will continue to look for other ways to encourage more relationships between universities and business and will work with NESTA to establish a price centre to run, design and facilitate new inducement prices. It will also create an Open Data Institute to develop semantic web technologies.

It comments on the UK's development record over the past year and highlights several areas where the DFID could improve its performance. Conclusions drawn include support for the Government's increased aid budget, the announcement on multilateral debt relief, and the progress being made to increase the poverty focus of the UK's bilateral aid budget. Recommendations include: the departmental report should include more information about the poverty focus of multilateral organisations, such as the EU; the roll-out of the Poverty Reduction Budget Support must be evidence-based; and the DFID should improve its 'traffic light' system for showing progress on its public service agreement targets.

Anthropological interest in new subjects of research and contemporary knowledge practices has turned ethnographic attention to a wide ranging variety of professional fields.
