The welfare state faces various challenges in Scandinavia and many European countries today, including a poor work environment in the public sector, a growing democracy deficit, and demographic obstacles. In this new book, Victor A. Pestoff argues that the state cannot resolve these challenges alone or together with the market, rather it requires the active participation of citizens and the third sector in order to overcome them and become more sustainable and flexible in the future. This book addresses the need for a more democratic architecture for the European welfare state, opening new perspectives for developing alternative channels for direct citizen participation at the sub-municipal level of governance. Pestoff finds that neither democratic theory nor welfare state theory devotes adequate attention to the contemporary role of the third sector as a service provider or to greater direct citizen participation in the provision of welfare services. He shifts the focus of analysis from the input to the output side of the political system and explores new ways to promote a greater role for the third sector and more citizen participation in the provision of universal, tax financed welfare services. Part 1 discusses social economy actors in Sweden and Scandinavia, both from a historical and future perspective. Part 2 explores major issues for the third sector and welfare state, including the allocation of an organization’s surplus or profit, work environment and service quality in public services and the third sector, consumer perspectives on the social economy, democratizing medical and health care in Japan, and co-production of childcare services in eight European countries. Part 3 revisits the third sector and state in democratic theory and welfare theory, as well as recognizing major hurdles to the third sector and democratization of the welfare state. Part 4 concludes by summarizing the politics of participation in the welfare state.

Although inequality in Latin America ranks among the worst in the world, it has notably declined over the last decade, offset by improvements in health care and education, enhanced programs for social assistance, and increases in the minimum wage. In Democracy and the Left, Evelyne Huber and John D. Stephens argue that the resurgence of democracy in Latin America is key to this change. In addition to directly affecting public policy, democratic institutions enable left-leaning political parties to emerge, significantly influencing the allocation of social spending on poverty and inequality. But while democracy is an important determinant of redistributive change, it is by no means the only factor. Drawing on a wealth of data, Huber and Stephens present quantitative analyses of eighteen countries and comparative historical analyses of the five most advanced social policy regimes in Latin America, showing how international power structures have influenced the direction of their social policy. They augment these analyses by comparing them to the development of social policy in democratic Portugal and Spain. Do the pressures of economic globalization undermine the welfare state? Contrary to the expectations of many analysts, Taiwan and South Korea have embarked on a new trajectory, toward a strengthened welfare state and universal inclusion. In Healthy Democracies, Joseph Wong offers a political explanation for health care reform in these two countries. He focuses specifically on the ways in which democratic change in Taiwan and South Korea altered the incentives and ultimately the decisions of policymakers and social policy activists in contemporary health care debates.Wong uses extensive field research and interviews to explore both similarities and subtle differences in the processes of political change and health care reform in Taiwan and South Korea. During the period of authoritarian rule, he argues, state leaders in both places could politically afford to pursue selective social policies—reform was piecemeal and health care policy outcomes far from universal. Wong finds that the introduction of democratic reform changed the political logic of social policy reform: vote-seeking politicians needed to promote popular policies, and health care reform advocates, from bureaucrats to grassroots activists, adapted to this new political context. In Wong's view, the politics of democratic transition in Taiwan and South Korea has served as an effective antidote to the presumed economic imperatives of social welfare retrenchment during the process of globalization.

This volume seeks to contribute to an interdisciplinary, comparative, and historical study of Western welfare states. It attempts to link their historical dynamics and contemporary problems in an international perspective. Building on collaboration between European-and American-based research groups, the editors have coordinated contributions by economists, political scientists, sociologists, and historians. The developments they analyze cover a time span from the initiation of modern national social policies at the end of the nineteenth century to the present. The experiences of all the presently existing Western European systems except Spain and Portugal are systematically encompassed, with comparisons developed selectively with the experiences of the United States and Canada. The development of the social security systems, of public expenditures!and taxation, of public education and educational opportunities, and of income inequality are described, compared, and analyzed for varying groupings of the Western European and North American nations. This book radically revises established knowledge in comparative welfare state studies and introduces a new perspective on how religion shaped modern social protection systems. The interplay of societal cleavage structures and electoral rules produced the different political class coalitions sustaining the three welfare regimes of the Western world. In countries with proportional electoral systems the absence or presence of state–church conflicts decided whether class remained the dominant source of coalition building or whether a political logic not exclusively based on socio-economic interests (e.g. religion) was introduced into politics, particularly social policy. The political class-coalitions in countries with majoritarian systems, on the other hand, allowed only for the residual-liberal welfare state to emerge, as in the US or the UK. This book also reconsiders the role of Protestantism. Reformed Protestantism substantially delayed and restricted modern social policy. The Lutheran state churches positively contributed to the introduction of social protection programs.
