Russian democracy in the post-totalitarian era is intimately bound up with the fate of its representative institutions. In Russia's Road to Democracy, Victor Sergeyev and Nikolai Biryukov assess why the Congress of People's Deputies, and the other newly elected institutions founded under perestroika, not only failed to prevent, but also seemed to speed up and provoke, the disintegration of the Soviet Union. By studying the early history of the Congress, the book seeks insights on the prospects for democracy in Russia. Following an inquiry into the roots of Soviet political culture and the implications for future representative institutions, the book then examines the genesis of the Congress of People's Deputies and attempts a hermeneutical reconstruction of the deputies' models of social reality, as expressed in the texts of their parliamentary debates. Based on a detailed study of 35 cases in Africa, Asia, Latin America, and post-communist Eurasia, this book explores the fate of competitive authoritarian regimes between 1990 and 2008. It finds that where social, economic, and technocratic ties to the West were extensive, as in Eastern Europe and the Americas, the external cost of abuse led incumbents to cede power rather than crack down, which led to democratization. Where ties to the West were limited, external democratizing pressure was weaker and countries rarely democratized. In these cases, regime outcomes hinged on the character of state and ruling party organizations. Where incumbents possessed developed and cohesive coercive party structures, they could thwart opposition challenges, and competitive authoritarian regimes survived; where incumbents lacked such organizational tools, regimes were unstable but rarely democratized.

Will it follow the model of the Western capitalist democracies, as those who applied the economic shock therapy of the early 90s hoped, or will it chose its own distinct path of development? In this history of Russia from 1917 to the present, Alexander Chubarov teases out certain themes developed in his previous book on tsarist Russia (The Fragile Empire). One of the key factors to Russia's distinctiveness is its halfway location in the center of the Eurasian landmass. This lends an inevitability to the traditional cultural schism between Westernizing reformers and Slavophiles. Neither approach, says Chubarov, will work on its own. Chubarov offers "a balanced view, abstaining from narrow, ideologically biased assessments," and examines the triumphs (yes) and failures of Russia's Soviet development "within Russia's own cultural and historical context." Without ever minimizing the brutalities of the Soviet period-the state terror, the collectivizations, the labor camps, the deportations of whole peoples-Chubarov demonstrates much continuity between tsarist and Soviet Russia, with the latter often repeating the former's mistakes. Russia, says Chubarov, cannot turn its back on its Soviet experience. Far from being a blind alley or "aberrant phase," the Soviet period was an organic part of Russia history and "was largely successful in turning Russia and most of the other Soviet republics into modern states.">
