This volume engages with the contested concept of ‘active citizenship’. It analyses the use and understanding of active citizenship in youth civic and political initiatives in the Czech Republic, Estonia, Germany, Italy, Portugal and the UK. Using ethnographic data and insights from the cross-European project CATCH-EyoU, the contributors to this collection illuminate the experiences of young people taking action for social change. It does so at a unique moment when a resurgent populist political right is deploying racial prejudice and neoliberal protectionism in both established media and new digital media to fuel xenophobic nationalism. The power of the European Parliament has been steadily and visibly increasing in recent years. This arises from EU treaty changes and from the fact that more and more decisions are being made at the European level. At the same time, however, the already low rate of turnout in European elections has actually been declining. This powerful new study examines a seemingly paradoxical situation which has raised deep concern about the democratic deficit in the European Union. The authors analyse the concepts of participation, democracy, and legitimacy and their applicability at the European level and develop a typology of voter participation and abstention in the European context. Combining extensive new data from specially commissioned surveys in all 1994 member states with a searching review of the existing evidence, they provide a comprehensive account of the legitimacy of the European Union and examine the images of the European Parliament, citizens experiences of the 1994 campaign and their perceptions of the parties and the candidates. In an analysis that challenges existing interpretations, the institutional, demographic, and attitudinal sources of participation and abstention are fully explored. The study concludes by considering how participation and democratic representation might be enhanced, acknowledging forthrightly the obstacles and inherent limits that such efforts are likely to face.

This edited volume presents findings from a major cross-European research project mapping the civic and political engagement of young Europeans in the context of both shared and diverse political heritages. This edited book is the first of its kind to systematically address the intersection of e-democracy and European politics. It contributes to an improved understanding of the role that new media technologies play in European politics and the potential impact that Internet-based political participation processes may have on modern-day representative democracy in Europe. Citizen participation is a central component of democratic governance. As participatory schemes have grown in number and gained in social legitimacy over recent years, the research community has analyzed the virtues of participatory policies from several points of view, but usually giving focus to the most successful and well-known grass-roots cases. This book examines a wider range of participatory interventions that have been created or legitimized by central governments, providing original exploration of institutional democratic participatory mechanisms. Looking at a huge variety of subnational examples across Italy, Spain and France, the book interrogates the rich findings of a substantial research project. The authors use quantitative and qualitative methods to compare why these cases of participatory mechanisms have emerged, how they function, and what cultural impact they’ve achieved. This allows highly original insights into why participatory mechanisms work in some places, but not others, and the sorts of choices that organizers of participatory processes have to consider when creating such policies.
