On July 22, 1982 the President signed the 'Small Business Innovation Development Act of 1982' (Public Law 97-219). This law is designed to give small high technology firms a greater share of the Federal R and D contract awards. The Act mandates that all Federal Agencies establish an SBIR program if their fiscal year extramural budget for R and D exceed of $100 million. Beginning in FY 1983, DoD began its SBIR Program by setting aside a percentage of its extramural R and D budget for this program. The percentage, set by Congress, began at .1 percent, and has increased over the years to the funding level of 1. 25 percent for FY92. The 'Small Business Research and Development Enhancement Act of 1992' (P.L. 102-564), signed October 28, 1992, extends the SBIR program through the fiscal year 2000 and expands the funding level beginning in FY93.

This report presents the technical abstracts of the Phase I proposals that resulted in contract awards from the Fiscal Year 1992 Solicitations of the Department of Defense (DoD) Small Business Innovation Research (SBIR) Program. The Army, Navy, Air Force, Defense Advanced Research Projects Agency (DARPA), Defense Nuclear Agency (DNA), and Strategic Defense Initiative Organization (SDIO) are the DoD components of the SBIR program. Two solicitations inviting small business firms to submit proposals under this program were published in FY92. Navy, Air Force, DARPA, DNA, and SDIO participated in Program Solicitation 92.1 (Closing Date: 10 January 1992), and Army, Navy, and DARPA participated in Program Solicitation 92.2 (Closing Date 1 July 92). The selection of proposals for funding was made from proposals received by the Military Services and Agencies.

The Small Business Innovation Research (SBIR) program is one of the largest examples of U.S. public-private partnerships. Founded in 1982, SBIR was designed to encourage small business to develop new processes and products and to provide quality research in support of the many missions of the U.S. government, including health, energy, the environment, and national defense. In response to a request from the U.S. Congress, the National Research Council assessed SBIR as administered by the five federal agencies that together make up 96 percent of program expenditures. This book, one of six in the series, reports on the SBIR program at the National Science Foundation. The study finds that the SBIR program is sound in concept and effective in practice, but that it can also be improved. Currently, the program is delivering results that meet most of the congressional objectives, including stimulating technological innovation, increasing private-sector commercialization of innovations, using small businesses to meet federal research and development needs, and fostering participation by minority and disadvantaged persons. The book suggests ways in which the program can improve operations, continue to increase private-sector commercialization, and improve participation by women and minorities.
