Prepared for a conference on Defense Planning in Less Industrialized States, Columbia University, April 1982. Following a brief, favorable review of Michael Moodie's paper on defense spending in Turkey, the author comments on additional related points: (1) Turkey is unique in the world scene in that it has both important stakes and links with western Europe as well as current and historical linkages with the Middle East. (2) There are complementarities between Turkey's military efforts and its current and future economic development. (3) Theater nuclear weapons should not be considered as an alternative to conventional NATO reinforcement (in disagreement with Moodie). (4) The use of Associated Country Forces is suggested as a free world counter to Soviet proxy forces in the Third World.

Mr Moodie's paper on defense planning in Turkey impresses me as a thorough and competent job. I want to focus my comments on a few additional points. One of the things I miss in Mr. Moodie's good paper is a sufficient sense of the special strategic and geopolitical importance of Turkey in the world scene. The next general point I want to make concerns the relationship between defense planning and military efforts in Turkey on the one hand, and TurKey's economic development, on the other. Mr. Moodie's refers to the potential need and use of theatre nuclear forces as alternative to conventional reinforcement from NATO. I disagree with this formulation. There are numerous opportunities for enhancing Turkish conventional capabilities through advanced technology systems that are also manpower-intensive, e.g., small and light, individually operated anti-tank weapons; surface-to-air missile systems with similar light and individually operated characteristics. Finally, I want to raise what I think is a central problem, as well as an opportunity from the U.S. point of view, to relate the general issue of defense planning in less industrialized states to certain major issues of U.S. defense and foreign policy in the world at large.

Defence Industries in the 21st Century explores the transformation in the global defence industrial production through examining the interaction between international and domestic factors. With the global defence industry and arms market likely continue to expand and mature, the ways in which this progression could influence international politics remain obscure. In practice, as the contents of this book show, the defence industrial bases and arms export policies of emerging states display significant variance. This variance is the result of a unique balance between domestic and international factors that has shaped the defence industrialisation behaviour and policies of the less industrialised states. One of the most important conclusions of the book is that the interplay between domestic and international factors clearly influences the variation in the emerging states’ defence industrialisation policies, as well as their success or failure.
