Pursuant to a congressional request, GAO provided information on housing allowances for North Carolina and Virginia military personnel, focusing on: (1) the number of military personnel receiving housing allowances; (2) the estimated cost of the current housing allowance program; and (3) a comparison of military housing allowances with the Department of Housing and Urban DevGAO found that: (1) in fiscal year 1991, about 48,000 military personnel received housing allowances in North Carolina and about 80,000 received housing allowances in Virginia; (2) the monthly cost of providing military allowances in Virginia and North Carolina was over $63 million; (3) North Carolina military personnel received more than $19 million monthly and Virginia military personnel received approximately $44 million; and (4) there were a number of inconsistencies and disparities with HUD fair market rates for each area. elopment (HUD) fair market rents.

The Department of Defense (DoD) paid active duty military personnel over $18 billion in housing allowances in FY 2010. DoD sets housing allowance rates annually based on market costs of rent, utilities, and renter¿s insurance. Also, DoD has identified 26 installations significantly impacted by expected growth in personnel due to various rebasing actions. This report reviewed DoD¿s rate-setting process, among other issues. The report determined: (1) whether there are enhancements to strengthen DoD¿s rate-setting process; and (2) whether service members have encountered challenges in obtaining off-base housing.
