Current long transition times-ten years or more is now typical-are attributed to the complexity of the process. To help meet these challenges, the Department of Defense asked the National Research Council to examine lessons learned from rapid technology applications by integrated design and manufacturing groups. This report presents the results of that study, which was based on a workshop held to explore these successful cases. Three key areas emerged: creating a culture for innovation and rapid technology transition; methodologies and approaches; and enabling tools and databases.

Appropriate methods and the proper execution thereof are critical to the success of technology transition. A significant hurdle in this process is the phase in which the Science & Technology community is prepared to hand-off a technology, which has not achieved a sufficiently high enough Technology Readiness Level (TRL), Manufacturing Readiness Level (MRL), or System Readiness Level (SRL) for the Engineering and Manufacturing community. This analysis concentrated on three technology transition factors: Organization, Policy, and Metrics (OPM). Organizational transformation encompasses the recent expansion of technology transition groups and initiatives within DoD. Additionally, the overall mindset of cooperative development and open communication are detailed within the Organizational focal area. The Policy focal area delves into the various DoD technology transition governing principles included in the DoD 5000, the Defense Acquisition Guidebook, and other governing documents. Lastly, the Technology Metrics focal area concentrates on the importance of technology maturation and how to qualitatively and objectively assess technologies. Thorough research was conducted on these areas to demonstrate DoD's recent efforts to bridge the gap and provide innovative solutions to the Warfighter within a reduced timeframe. Additionally, a case study analysis was conducted on a Defense Advanced Research Projects Agency (DARPA) Program, Boomerang, to highlight attributes of a successful technology transition.

" DOD and Congress recognize that technology innovation sometimes moves too slowly from the lab to the field. Programs have been created in DOD to help facilitate the transition of new technologies. The conference report accompanying the fiscal year 2012 National Defense Authorization Act directed GAO to undertake a body of work that will provide a holistic assessment of DOD's S&T enterprise. This report reflects the results from GAO's first review, which focuses on technology transition. Generally, when technologies have been sufficiently matured in the S&T environment, the technologies are available to transition to a military user. GAO's specific objectives were to (1) determine what DOD programs are dedicated to facilitating technology transition, (2) assess the outcomes of these transition programs, and (3) identify practices among the programs that may facilitate technology transition. Governments have done much to leverage information technology to deploy e-government services, but much work remains before the vision of e-government can be fully realized. After the Soviet Union launched the first satellite into orbit in 1957, the U.S. government made a commitment to initiate, rather than react to, strategic technological surprises. DOD relies on DARPA's disruptive innovations to maintain this promise, backed by congressional appropriations of over $2.9 billion in fiscal year 2015 alone. In April 2015, DOD reported that U.S. technological superiority is again being challenged by potential adversaries and renewed efforts to improve its products. Meanwhile, GAO found deficiencies in DOD's technology transition processes that may hinder these efforts and DARPA's goals. Senate Report 113-176 included a provision for GAO to review DOD's technology transition processes, practices, and results. This report focuses on DARPA and assesses its (1) effectiveness at transitioning technologies since fiscal year 2010, including identifying factors that contribute to successful transitions, and (2) implementation of DOD policies and programs intended to facilitate technology transition. GAO reviewed DARPA programs completed since 2010; identified transition factors by analyzing program documentation for a random sample of 10 cases; reviewed DOD policies; and interviewed DOD officials.
