In 2020, a Special Issue titled "Sustainable Rural Development: Strategies, Good Practices and Opportunities" was launched, in which 16 papers were published. The aim of this monograph was to study a problem that is occurring on a global scale and, above all, in the most developed countries, which is the population emigration from rural areas to urban areas due to the labour and service opportunities offered by the latter. This is causing a demographic deterioration of rural areas, and those that remain show high rates of ageing, masculinisation, or low demographic growth. In addition, and interrelated with this demographic deterioration, there is economic and environmental degradation. Rural areas are territories with increasingly lower purchasing power, job opportunities, and services for the population, which are classified as "spaces in crisis". The papers in this Special Issue evidence the many public and private strategies that are being pursued to achieve sustainable rural development in declining areas. The diversity of approaches offer a vision of the practical application and the obstacles or difficulties that many of them are having to achieve their objectives. All of these strategies are intended to achieve economic dynamism that is respectful of the environment and from there to be able to reduce the regressive demographic processes in rural areas. These are different approaches that allow us to contribute, from scientific, holistic, and multidisciplinary knowledge, and they can help decision making in public policy and planning strategies.

This report, based on an overview of recent regional developments, summarizes the revised World Bank assistance strategy for rural development in the Eastern Europe and Central Asia region. The rural sector includes the people; the economic development activities; the institutional, economic, and social infrastructure; and the natural resources of rural areas, and is thus not confined to agricultural alone. But this report focuses principally on Bank activities that support rural development and policy reforms designed to improve well-being and increase the competitiveness of all rural enterprises. Natural resources and social issues are addressed separately. Chapter 2 looks at the reform process in the rural sector, particularly the increasing differentiation between Central Europe and the Commonwealth of Independent States (CIS). Chapter 3 examines the Bank's strategy for rural development as manifested in its Country Assistance Strategies (CAS) and existing loan portfolio in ECA countries. Chapter 3 ends by discussing the Bank's achievement targets and components of its regional strategy.

In the last decade, rural development emerged as one of the prominent challenges facing the United States. Strong support for rural development is now found in both major political parties and at federal, state, and local levels. There is little doubt that the development of rural America will become even more important in the future. Despite unprecedented growth, both urban and rural areas in the United States are greatly deficient in many aspects of quality living conditions. The nation’s cities are slowly strangling themselves, jamming together people and industry while spawning pollution, transportation paralysis, housing blight, lack of privacy, and a crime-infested society. Rural areas simultaneously suffer from the other extreme: lack of sufficient employment opportunities, outmigration and depopulation, and too few people to support services and institutions. The migration from rural areas contributes to the problems of both the city and countryside depopulating rural places at the expense of overcrowded cities. This book aims to contribute to the current debate on how to integrate rural development policies and landscape planning in rural areas. It highlights the key issues at stake and the possibilities for synergies between landscape planning and policies in light of European development policies, particularly the EU’s Rural Development Policy and the Common Agricultural Policy (CAP). Case studies from different rural contexts and landscapes are provided, illustrating tools and options to make the advocated integration operational.
