Despite rapid urbanisation, Africa remains predominantly rural. This calls for decentralisation beyond the dominant concern by states and government with urban spaces. Rural areas, rural development and the future of rural settlements need to be understood and addressed in the context of the ongoing democratisation trends and the emergence and development of civil society. States have tended to tame rather than serve civil society in Africa. By establishing a single cultural reference and imposing a centralised state, African governments have exacerbated the fragmentation of civil society. However, political pluralism has slowly been gaining ground since the 1990s. This book explores the scope for implementing decentralisation programmes that focus on citizens in rural areas. For the purpose of decentralisation, civic participation in local politics and user participation in development programmes must be seen as two sides of the coin. The book focuses on spatial planning a process concerned with spatial organisation in an integrative manner, and incorporates the design, establishment and implementation of a desired spatial structural organisation of land. This is especially relevant in a context where the formulation of guidelines for spatial development at the overall level of a state is inadequate.

Scientific Study from the year 2018 in the subject Nature Protection, Landscape Conservation, University of Buea (Geography), language: English, abstract: This report presents the outcome of a ten-day mission carried out in 2009 with the goal to prepare a development plan for Ediki-Bekoli Village. The researchers conducted an ethnographic-type research with the aim being to guide and facilitate a community-led development planning process for the village from which this Village Development Plan (VDP) was born. Upon arrival in the village, the researchers were hosted by the village chief who convened a meeting with his councilors to discuss the purpose of the expedition, and from there, work kicked off. This VDP document was therefore prepared based on the approach to development planning which focuses on the principles of promoting sustainable livelihoods and self-reliant bottom-up development. A manual including different participatory learning tools and methods prepared by the capacity building component of Rumpi Project was used throughout the step by step planning process as well as improvisations adapted from other community development experiences around the world. The specific objective is to assist the community better their livelihoods and find solutions that will increase the income of the small-holders within the village thereby contributing to poverty alleviation. Following the initial participatory village assessment (PRA) stage, conducted with the entire community, the following problems were uncovered and prioritized. These problems include low agricultural productivity, lack of formal/informal technical training, poor road infrastructure, exposed water sources/ lack of potable water which engenders all kinds of health issues, and youth unemployment. Based on the above problems the following goals were formulated, followed by the elaboration of micro-projects based on these goals: to improve agricultural productivity; improve community health and well-being; to improve communication and rural infrastructure; to enhance rural capacity through the development of technical skills; institute community financing mechanisms These micro-projects, if implemented, will meet some of the developmental needs and aspirations of Ediki-Bekoli as perceived by the community itself, leading to the alleviation of poverty.

June 1995 Although decentralization initiatives have a long history, much more needs to be understood about various components of decentralization before sound advice can be given to policymakers. Special strategies are needed to address the widespread incidence of rural poverty in developing countries, but initiatives aimed at improving the rural standard of living have not consistently reduced poverty. Parker examines the rationale for a specific rural focus in poverty reduction programs and reviews recent attempts to encourage rural development. He discusses the role decentralization could play in rural development programs and analyzes recent efforts to implement decentralized rural development programs. Parker concludes that although decentralization initiatives have a long history, much more needs to be understood about various components of decentralization before sound advice can be given to policymakers. He suggests a conceptual model--based on a soufflé theory of decentralization--that incorporates the essential elements of political, fiscal, and institutional decentralization as they relate to rural development outcomes. Like a soufflé that requires just the right combination of milk, eggs, and heat to rise, a successful program of decentralization must include just the right combination of political, fiscal, and institutional elements to improve rural development outcomes. This paper--a product of the Sector Policy and Water Resources Division, Agriculture and Natural Resources Department--is part of a larger effort in the department to develop a new strategy for rural development. This book explores how policies of decentralisation and community participation adopted in Cameroon in 1996 have played out on the ground since 2004. These reforms were carried out amid economic crisis, structural adjustment and political upheaval. At the time, popular sentiment was that change on the economic and political fronts was imperative. However, the ruling elite, some of whom had been shuttling around the state apparatus since independence, feared that succumbing to popular demands for change was tantamount to political suicide, as was the case elsewhere on the continent. These elites thwarted opposition demands for a sovereign national conference to discuss constitutional reform. The Francophone-dominated elite fiercely objected to Anglophone demands for the restoration of the Federal state that was dissolved in 1972. Instead, decentralisation was presented as an authentic forum for grassroots autonomy and municipal councils as credible arenas for community participation in local development. This study adopts an interdisciplinary approach to unearth the permutations of decentralisation and community participation in Cameroon. It explores how local actors have responded to the implementation of state policy of decentralisation. Further, it documents how local issues observed in Bali in the North West Region and Mbankomo in the Central Region of Cameroon impact and are impacted by national policies and processes.
