Additionally, global mega-trends and the transition to a green recovery from COVID-19 provide impetus for stakeholders to take action. Cities and regions have a key role to play and can leverage prerogatives in regulation, public procurement and stakeholder engagement, while addressing multiple governance, capacity and funding gaps. To accelerate and scale up their action, cities and regions need to work with national governments to create an effective governance mechanism. Drawing on the findings of a dedicated survey of cities and regions of all sizes from both OECD and non-OECD countries, this report explains their significant role, explores sub-national policy measures, identifies key obstacles, and provides policy recommendations and a checklist for both national and subnational governments to drive the decarbonisation of buildings in cities and regions.

This book sets out some positive directions to move forward including government policy and regulatory options, an innovative GRID (Greening, Regenerative, Improvement Districts) scheme that can assist with funding and management, and the first steps towards an innovative carbon credit scheme for the built environment. Decarbonising cities is a global agenda with huge significance for the future of urban civilisation. Global demonstrations have shown that technology and design issues are largely solved. However, the mainstreaming of low carbon urban development, particularly at the precinct scale, currently lacks sufficient: standards for measuring carbon covering operational, embodied and transport emissions; assessment and decision-making tools to assist in design options; certifying processes for carbon neutrality within the built environment; and accreditation processes for enabling carbon credits to be generated from precinct-wide urban development. Numerous barriers are currently hindering greater adoption of high performance, low carbon developments, many of which relate to implementation and governance. How to enable and manage precinct-scale renewables and other low carbon technologies within an urban setting is a particular challenge.

About 90% of homes in the Netherlands depending on natural gas for heating, the Netherlands has made a commitment to phase out natural gas by 2050. To achieve the goal, the Netherlands has rolled out a natural gas-free pilot programme in 66 neighbourhoods. These neighbourhood pilot projects enabled municipalities to learn what it takes to start energy transition. Based on a city survey carried out across 26 local governments, key findings from this report call on national and local governments joining up their efforts to take place-based measures. This paper is the first case study applying the policy framework presented in the OECD report Decarbonising Buildings in Cities and Regions published in March 2022. The present case study provides a deep dive into the Netherlands' experience to demonstrate the potential of cities and regions to advance the decarbonisation of buildings.
