Secrets in all their variety permeated early modern Europe, from the whispers of ambassadors at court to the emphatically publicized books of home remedies that flew from presses and booksellers’ shops. This interdisciplinary volume draws on approaches from art history and cultural studies to investigate the manifestations of secrecy in printed books and drawings, staircases and narrative paintings, ecclesiastical furnishings and engravers’ tools. The book addresses the scientific debates on Rembrandt, Metsu, Vermeer, and Hoogstraten that are currently taking place in art history and cultural studies. These focus mainly on the representation of gender difference, the relationship between text and image, and the emotional discourse. They are also an appeal for art history as a form of cultural studies that analyses the semantic potential of art within discursive and social contemporary practices. Dutch painting of the seventeenth century reflects its relationship to visible reality. It deals with ambiguities and contradictions. As an avant-garde artistic media, it also contributes to the emergence of a subjectivity towards the modern “bourgeois”. It discards subject matter from its traditional fixation with iconology and evokes different imaginations and semantizations - aspects that have not been sufficiently taken into account in previous research. This book investigates the parliamentary negotiation of executive secrecy. Parliaments depend on information to fulfil their roles as the people’s representatives, legislators and overseers of the executive. However, there are examples of executive secrecy across all policy fields. How, then, do parliamentary actors try to reconcile secrecy and the normative demands of an open, democratic society? This volume analyses parliamentary arguments, conflicts and patterns of agreement around this topic in the case of Germany. Based on two case studies – intelligence agencies secrecy and Public Private Partnership secrecy – it argues that substantive justifications of secrecy focusing on necessity are highly contested. By contrast, procedural legitimation of secrecy, namely deciding about it democratically, is crucial. Still, there are inherent limits to the legitimation of executive secrecy. The book therefore underlines the fragility of secrecy’s legitimation, and its need for constant actualisation.
