In May 1986, the Association for Behavior Analysis (ABA) established a task force on the right to effective behavioral treatment. The mandate of this task force was to identify and delineate specific rights as they apply to behavioral treatment. Impetus for this project came in part from the controversy over the use of aversive procedures, which some held had no place in treatment and, with evolution of the treatment process, were no longer necessary. In con trast, others cited evidence that programs based on positive reinforcement alone were sometimes not effective in treating severe problems. These re searchers and practitioners desired to ensure that clients and guardians be permitted to choose treatments that included punishment procedures when assessments warranted their use. The first editor approached Ogden Lindsley, president of ABA, about establishing a task force to examine this isuse. The ABA council decided to broaden the mandate to include an examination of clients' right to effective behavioral treatment in general. The first editor was asked to chair the task force and appointed Saul Axelrod, Jon S. Bailey, Judith E. Favell, Richard M. Foxx, and 0. Ivar Lovaas as members. Brian A. Iwata was appointed liaison by the ABA council.

The state of North Carolina has had a longstanding concern and com mitment to the understanding and treatment of autistic, communications handicapped children and their families. This commitment found expres sion in the only comprehensive statewide program for families confronted with this disability, Division for the Treatment and Education of Autistic and related Communication handicapped CHildren (Division TEACCH). Our program staff has been privileged to respond to this commitment by developing and providing the needed services, and to engage in research informed by our clinical experience. Although many of the problems con cerning these developmentally disabled children remain to be solved, substantial progress has been made during this past decade of collabo ration among professionals, parents, and their government representa tives. The TEACCH staff has resolved to mark the effectiveness of this collaboration by holding a series of annual conferences focused on the several major issues confronting these children and their families. The conferences are held in order to bring together the best research knowl edge available to us from throughout the country, and to encourage par ticipation by the different professional disciplines and concerned parents. In addition these annual meetings form the basis for a series of books based on the conference theme. These books are, however, not merely the published proceedings of the presented papers: some chapters are expanded from conference presentations and many others were solicited from experts in the related areas of research and their service application.

What do we know about behavioral analysis and intervention in educational settings? Given that educational institutions were among the first to embrace the new technology of behavior change in the late 1950s and early 1960s, it is apparent that we have had the opportunity to learn a great deal. The evolution of the field of behavior therapy has witnessed a change in the behavior therapist from an adolescent fascination with repeatedly demonstrating the effectiveness of the new technology to a mature recognition of the complex implications of the behav ioral paradigm for individuals, systems, and society. Many "facts" now taken for granted were considered impossibilities a mere two decades ago. In her 1986 presidential address to Division 25 of the American Psychological Association, Beth Sulzer-Azaroff reviewed a number of changes in attitude in education that were strongly influenced by behavior therapy. Most educators now agree that (a) everyone can learn, (b) complex skills can be taught, (c) precise, general, and durable performance can be taught, and (d) barriers to learning can be overcome. It is well known that behavior problems are a salient characteristic of children and adults with mental retardation. That is not to say that all persons with mental retardation experience behavior disorders; how ever, most studies indicate that the incidence of emotional disturbance in this population is four to six times greater than that observed in similar intellectually nonhandicapped children and adults. It is equally well known that the principal form of treatment accorded clients with mental retardation and behavior disorders is pharmacotherapy or the prescrip tion of behavior modifying drugs. Recent studies show that 6 out of every 10 individuals with mental retardation have been prescribed drugs as treatment for disorders of emotion or behavior. Unfortunately, further studies indicate that only one or 2 out of every 10 clients receiving medication are determined to be "responders," such that some thera peutic benefit is derived from their drug treatment. As noted by the title, the single major thrust of this volume is to review approaches to the treatment of behavior disorders in persons with mental retardation from a nondrug perspective. This requires the presentation of a wide range of material on treatment: basic behavior modification programming, cognitive-behavioral strategies, habilitative approaches, counseling and psychotherapy, designing therapeutic living environments, managing medical factors bearing relevance to emotional illness, intervening with families, training special education teachers and direct care staff, and supplying information on the client's rights to obtain treatment in the least restrictive and least intrusive manner.
