The prevalence of global pandemics has been timeless and universal. In 1918, the Spanish Flue grounded Spain and her neighbours. In 1997, 2014 and 2020, the Ebola virus wreaked havoc in West Africa in the same manner that polio had ravaged the globe. Since 2019, the Coronavirus has forced most economies onto a downward spiral. Despite concerted global attempts at observing World Health Organization guidelines, the Coronavirus has been changing peoples' lives, forcing most economies onto their knees, endangering lives and livelihoods, making a mockery of global medicine and causing the widespread despair and helplessness that has come to be known as 'the new normal'. Unlike the other pandemics, the mayhem, complexities and dialectics caused by Covid-19 have been matchless, requiring a systematic study and necessitating a volume like this one. The volume's 16 well-researched chapters argue that despite Covid-19's enormous lessons and predictions about even greater future pandemics, humanity can ill-afford to relent in its determination to conquer the pandemic in the same way that human resolve has defeated past pandemic. Written amidst the ongoing Covid-19 pandemic, this edited volume draws on the expertise of social scientists and humanities scholars to understand the several ramifications of Covid-19 in societies, politics, and the economies of Africa. The contributors examine measures, communicative practices, and experiences that have guided the (inter)action of governments, societies and citizens in this unpredictable moment. Covid-19 tested governments’ disaster preparedness as well as exposed governments’ attitudes towards the poor and vulnerable. In the same vein, it also tested the agency of the generality of the African populace in the face of containment measures and how these impacted on everyday social, cultural and economic practices of the ordinary peoples. In this vein, our concern is to understand the relationship between growing vulnerability on the one hand and ingenuity of agency on the other, and how both were embodied, narrated and discoursed by the African poor, university students, religious entities, and middle-classes, and those that bore the major brunt of the lockdowns. Lastly, the Covid-19 pandemic impacted regional trade and other bilateral relations in Africa, creating possibilities for regional entities such as ECOWAS and EAC to demonstrate their creativity (or a lack of it) in dealing with the pandemic. While the country’s mainstream media believes it has, in his view the evidence tells another story. South Africa has experienced by far the most cases and deaths in Africa – at one point as many as the rest of the continent combined. One Virus, Two Countries: What Covid-19 tells us about South Africa offers a searing analysis of government and expert scientists’ responses to the pandemic. Friedman argues that South Africa is two societies in one – a ‘First World’ which resembles Western Europe and North America, and a ‘Third World’ which looks much like the rest of Africa or South Asia. The South African state, the media and the scientific community have largely tried to deal with the virus through a ‘First World’ lens in which much of the country was either invisible or a problem – not a partner. Friedman argues this approach prevented the country from responding in a way which would have protected most citizens. This is why case numbers and deaths are so high: South Africa has done worse than the rest of Africa not despite the fact that it has a ‘more developed’ health system, but because it does. This collection draws upon a range of thematic and regional case studies and uses the right to health as a normative framework to explore the devastating impact of the COVID-19 pandemic in Africa. Drawing lessons from across the continent, the book discusses the challenges faced by African states seeking to ensure the availability, accessibility, and quality of health care in the context of the COVID-19 pandemic. In particular, the volume explores the impact of the pandemic on the right to health of vulnerable and marginalized groups, such as women, children, elderly persons with disabilities, refugees and asylum seekers, and people from disadvantaged communities. Due to the poor funding of the healthcare systems, access to health-related services was limited to these groups in many African countries, thereby leading to avoidable COVID-19-related deaths through shortages of vital supplies, including diagnostic tests, ventilators, and oxygen cylinders. Chapters in the volume also explore the contentious issues of vaccine mandates, equity, resource allocation, and the rights of healthcare providers during the pandemic.
