A comprehensive treatment of this subject requires the combined knowledge of the engineer, the economist and the lawyer. As these articles are here reproduced from the original plates, this fact will sufficiently explain what might otherwise be classed as too frequent repetition of certain fundamental truths, such as the statement that it is illogical to make value which results from the earnings and therefore, too, from the rates, the basis of the calcu lation when rates are to be fixed.
