With the introduction of Branch less Banking regulations in 2008 by the State Bank of Pakistan a new opportunity for banks and telecoms was created to service the needs of the 85% of Pakistanis who lacked any formal or informal access to Financial Services. The first mover in this space was easypaisa, formed when a telecom company bought a microfinance bank. Its enormous success in the Utility Bill Payments and Domestic Remittances space attracted several other players to rush into the market with their own business models. These models varied in their choice of collaboration, from telecoms buying the bank outright to go-alone solutions by some banks. This thesis explores the coordination and incentive issues that may arise from the different types of collaborations between Telecoms and Banks to address this opportunity. The study also looks at the distribution channels for these firms and identifies some of the challenges the design of channels may result in. The thesis ends by making some recommendations on how these frictions and tensions may be minimized.

Nandan Nilekani earned his place as an iconic entrepreneur in India in the 1980s, having co-founded Infosys Limited in 1981. In the post-economic liberalisation era, he cemented his reputation as a pioneer in the corporate and information technology world, just as he helped launch Infosys into the big league of world’s IT-enabled services companies. He served as the company’s Chief Executive Officer from 2001 to 2007. Using information from 193 banks in 58 countries, the authors develop and analyze indicators of physical access, affordability, and eligibility barriers to deposit, loan, and payment services. They find substantial cross-country variation in barriers to banking and show that in many countries these barriers can potentially exclude a significant share of the population from using banking services. Correlations with bank- and country-level variables show that bank size and the availability of physical infrastructure are the most robust predictors of barriers. Further, the authors find evidence that in more competitive, open, and transparent economies, and in countries with better contractual and informational frameworks, banks impose lower barriers. Finally, though foreign banks seem to charge higher fees than other banks, in foreign dominated banking systems fees are lower and it is easier to open bank accounts and to apply for loans. On the other hand, in systems that are predominantly government-owned, customers pay lower fees but also face greater restrictions in terms of where to apply for loans and how long it takes to have applications processed. These findings have important implications for policy reforms to broaden access.
