Ce travail traite des différents aspects de la conception des circuits micro-ondes actifs, et plus particulièrement du développement des outils d'assistance à la conception permettant de mettre en oeuvre rapidement des méthodologies avancées tout en gardant le maximum de degrés de liberté pour intégrer de nouvelles connaissances. Les deux parties de ce manuscrit concernent : - la réalisation à 40GHz en technologie pHEMT AsGa d'un driver MMIC de modulateur électro-absorbant InP pour la génération d'impulsions optiques. Une méthodologie de conception de driver de MEA a été développée permettant la prise en compte directe dans la phase de CAO hyperfréquence, du composant optique et de ses caractéristiques. Cette méthodologie a été appliquée dans le cadre d'une collaboration avec Alcatel-Opto+ à la réalisation d'un circuit driver MMIC de commande à 40 GHZ, en technologie pHEMT 0.15 μm AsGa d'OMMIC. Cette réalisation a permis de valider la pertinence de la méthodologie utilisée et a permis de démontrer l'intérêt de la fonction driver+MEA sur InP pour la génération d'impulsions optiques très courtes et avec un fort taux d'extinction à 40 GHz. - le développement d'un outil d'assistance à la conception des circuits micro-ondes. Dans le cadre d'un programme de recherche en collaboration avec le CNES, un assistant à la conception des circuits non linéaires micro-ondes a été développé. L'objectif est de mettre à la disposition des concepteurs, un outil informatique à même de les guider efficacement dans leur démarche de conception et de leur faciliter l'implémentation de méthodes adaptées afin de leur permettre de passer plus de temps sur les problèmes de conception et le développement de solutions innovantes

Scientists at War examines the ethical debates that severely tested the American scientific community during the Cold War. Sarah Bridger highlights the contributions of scientists to military technologies and strategic policymaking, from the dawning atomic age in the 1940s through the Strategic Defense Initiative (“Star Wars”) in the 1980s, which sparked a cross-generational opposition among scientists. The Manhattan Project in the early 1940s and the crisis provoked by the launch of Sputnik in 1957 greatly enhanced the political clout of American scientists. Yet many who took up government roles felt a duty to advocate arms control. Bridger investigates the internal debate over nuclear weapons policy during the Eisenhower and Kennedy administrations, when scientific advisors did not restrict themselves to technical assessments but made an impassioned moral case for a nuclear test ban. The relationship between government and science began to fray further during the Vietnam War, as younger scientists inside and outside of government questioned the morality of using chemical defoliants, napalm, and other non-nuclear weapons.
