This book demonstrates how preserving ideology and relationships with other activists affords social movements to persist over time amid limited resources and political opportunities in Southeast Asia. Examining two peace movements in Indonesia - the largest democratic country in Southeast Asia - to illuminate discontinuity, continuity, and change in social movements, the author uses a cultural approach to understanding why social movements persist. He argues that the activists' memory, relationship with others, collective identity, and emotion are reasons for social movements to ascend and peak. This is a direct response to the argument that the availability of resources and political opportunities is the main ingredient for any social movements to rise. While having different fates, the two movements studied arose in the midst of violence between Christian and Muslim communities in Ambon, Indonesia: The Kopi Badati movement and Filterinfo. The book extends the applicability of the cultural approach in explaining why social movements discontinue, continue, and change over time, without discounting the importance of available resources and political opportunities. Addressing a gap in the existing social movement studies, the book explains why a social movement disbands and why the other manages to continue and change after achieving its immediate goal. It will be of interest to academics in the fields of Asian studies, (new)-media and communications, civil society, and international development.

At the conclusion of World War II, Asia was hardly more than a geographic expression. Balance of commitment goes beyond balance of power approaches to explains how translating Southeast Asia’s importance in U.S. thinking into actual commitments has proven challenging for policymakers as it requires simultaneously calibrating adjustments to power shifts, threat perceptions and resource extraction. The book applies the balance of commitment approach to several practical case studies, based on hundreds of conversations with policymakers and experts in the United States and Southeast Asia, personal experiences across nearly two decades and primary and secondary source material across a half-century. The findings suggest that the challenges of U.S. commitment to the region are rooted not simply in differences between administrations or divergences in outlook between Washington and regional capitals, but tough balancing acts for U.S. policymakers in domestic politics and wider foreign policy. China’s engagement with ASEAN over the South China Sea, from the Declaration on the Conduct of Parties in the South China Sea to the ongoing negotiations on the Code of Conduct (COC), exhibits a dynamic continuum with two constants: 1. Dismissal of any legally binding instrument that would constrain China’s freedom of action; and 2. Persistent territorialization of the SCS despite Beijing’s simultaneous diplomatic engagement with ASEAN. The continuity is juxtaposed with elements of change in China’s engagement with ASEAN, as afforded by the former’s growing power and influence. This metamorphosis is manifested in China’s efforts to undermine ASEAN unity, robustly assert its claims in the SCS, and use economic statecraft towards ASEAN member states in return for their acquiescence. China’s more “active” engagement in the COC over the past three years is tactical and does not signify a fundamental change in its long-term strategy that seeks to eventually establish its sovereignty and control over the SCS based on the nine-dash-line (NDL). The divergent positions between China and some ASEAN member states on the COC, especially its scope of application, self-restraint elements, legal status and dispute settlement mechanism, are not easy to reconcile. The COC may end up being a non-binding political document with a general scope of application, which will have little effect in regulating the contracting parties’ behaviour.
