The recent manifestation of exclusionism in Japan has emerged at a time of intensified neoliberal economic policies, increased cross-border migration brought on by globalization, the elevated threat of global terrorism, heightened tensions between East Asian states over historical and territorial conflicts, and a backlash by Japanese conservatives over perceived historical apologism. The social and political environment for minorities in Japan has shifted drastically since the 1990s, yet many studies of Japan still tend to view Japan through the dominant discourses of “ethnic homogeneity (tanitsu minzoku shakai)” and “middle-class society (so ̄churyu ̄-shakai)” which positions the exclusion of minorities as an exceptional phenomenon. While exclusionism has been recognized as a serious threat to minority groups, it has not often been considered a representative issue for the whole of Japanese society. This tendency will persist until the discourses of tanitsu minzoku shakai and so ̄churyu ̄-shakai are systematically debunked and Japan is widely recognized as both multiethnic and socio-economically stratified. Today, as with most advanced capitalist countries, serious social divides occasioned by the impacts of globalization and neoliberalism have destabilized Japanese society. This book explores not only how Japanese society is diversified and unequal, but also how diversity and inequality have caused people to divide into separate realities from which conflict and violence have emerged. It empirically examines the current situation while considering the historical development of exclusionism from the interdisciplinary viewpoints of history, policy studies, cultural studies, sociology and cultural anthropology. In addition to analyzing the realities of division and exclusionism, the authors propose theoretical alternatives to overcome such cultural and social divides.

The volume presents the changing situation of the Roma in the second half of the 20th century and examines the politics of the Hungarian state regarding minorities by analyzing legal regulations, policy documents, archival sources and sociological surveys. In the first phase analyzed (1945-61), the authors show the efforts of forced assimilation by the communist state. The second phase (1961-89) began with the party resolution denying nationality status to the Roma. Gypsy culture was equivalent with culture of poverty that must be eliminated. Forced assimilation through labor activities continued. The Roma adapted to new conditions and yet kept their distinct identity. From the 1970s, Roma intellectuals began an emancipatory movement, and its legacy is felt until this day. Although the third phase (1989-2010) brought about freedoms and rights for the Roma, with large sums spent on various Roma-related programs, the situation on the ground nevertheless did not improve. Segregation and marginalization continues, and it is rampant. The authors powerfully conclude: while Roma became part of the political community, they are still not part of the national one. Drawing on interdisciplinary, cross-national perspectives, this open access book contributes to the development of a coherent scientific discourse on social exclusion of older people. The book considers five domains of exclusion (services; economic; social relations; civic and socio-cultural; and community and spatial domains), with three chapters dedicated to analysing different dimensions of each exclusion domain. The book also examines the interrelationships between different forms of exclusion, and how outcomes and processes of different kinds of exclusion can be related to one another. In doing so, major cross-cutting themes, such as rights and identity, inclusive service infrastructures, and displacement of marginalised older adult groups, are considered. Finally, in a series of chapters written by international policy stakeholders and policy researchers, the book analyses key policies relevant to social exclusion and older people, including debates linked to sustainable development, EU policy and social rights, welfare and pensions systems, and planning and development. This thesis explores the ideological role of metaphor in British governmental discourses on 'social exclusion'. A hybrid methodology, combining approaches from Corpus Linguistics, Critical Discourse Analysis and cognitive theories of metaphor, is used to address how social exclusion and other metaphors are deployed to create an ideologically vested representation of society. The data consists of linguistic metaphors identified from a 400,000+ word machine-readable corpus of British governmental texts on social exclusion covering a ten year period (1997-2007). From these surface level features of text, underlying systematic and conceptual metaphors are then inferred. The analysis reveals how the interrelation between social exclusion and a range of other metaphors creates a dichotomous representation of society in which social problems are discursively placed outside society, glossing inequalities within the included mainstream and placing the blame for exclusion on the cultural deficiencies of the excluded. The solution to the problem of exclusion is implicit within the logic of its conceptual structure and involves moving the excluded across the 'boundary' to join the 'insiders'. The welfare state has a key role to play in this and is underpinned by a range of metaphors which anticipate movement on the part of the excluded away from a position of dependence on the state. This expectation of movement is itself metaphorically structured by the notion of a social contract in which the socially excluded have a responsibility to try and include themselves in society in return for the right of (temporary) state support. Key systematic metaphors are explained by reference to a discourse-historical view of ideological change in processes of political party transformation.
