Pursuant to a congressional request, GAO reviewed the accuracy and adequacy of Department of Defense (DOD) data on military sites contaminated with low-level radioactive waste, focusing on data sharing among DOD and other agencies. GAO found that: (1) DOD identification of radiologically contaminated sites depends on data that are often outdated, inaccurate, and incomplete; (2) data on contaminated sites are incorrect because some sites have been double-counted while others have not been identified; (3) some Defense Logistics Agency (DLA) sites and former DOD sites have not been included in the data; (4) the DOD database includes general categories of contaminants at sites, such as low-level radiation, but it cannot identify specific contaminants or quantities; and (5) more specific information would better help identify the types of contamination that exist, the types of required cleanup, and potential risks associated with continued contamination and cleanup efforts.

Under the Defense Environmental Restoration Program (DERP), the Department of Defense (DoD) has charged the Army Corps of Engineers (the Corps) with cleaning up 4,700 formerly used defense sites (FUDS) and active sites that were under its jurisdiction when they were initially contaminated. The 661-acre Spring Valley site in Washington, D.C. is one such site. Like many other FUDS, the U.S. Army used the Spring Valley site during World War I for research and testing of chemical agents, equipment, and munitions. Most of the site is now privately owned and includes private residences, a hospital, and several commercial properties. The primary threats at the site are buried munitions, elevated arsenic in site soils, and laboratory waste; perchlorate was also found on site. This testimony discusses GAO's past work relating to remediation efforts at FUDS and military munitions sites to provide context for issues at Spring Valley. Specifically, it addresses the following: (1) the impact that shortcomings in information and guidance can have on decision making, (2) the impact that incomplete data can have on cost estimates and schedules, (3) how funding for a particular site may be influenced by overall program goals, and (4) how better coordination can increase public confidence in cleanups and facilitate effective decision making. GAO has made several prior recommendations that address these issues, with which, in most cases, the agency concurred.

To date, the Department of Defense (DoD) has identified nearly 6,000 sites at its facilities that require groundwater remediation and has invested $20 billion over the past 10 years to clean up these sites. In the past, DoD primarily used pump-and-treat technologies to contain or eliminate hazardous contaminants in groundwater. However, the long cleanup times and high costs of using pump-and-treat technologies often make them expensive and ineffective for groundwater remediation. As directed by Public Law 108-375 and as agreed, GAO did the following: (1) described current DoD groundwater remediation technologies; and (2) examined whether any new technologies are being used or developed outside the department that may have potential for DoD's use, and the extent to which DoD is researching and developing new approaches to groundwater remediation. DoD has implemented or field-tested all of the 15 types of generally accepted technologies currently available to remediate contaminated groundwater, including several alternatives to pump-and-treat technologies. Some of these technologies, such as bioremediation, introduce nutrients or other materials into the subsurface to stimulate microorganisms in the soil; these microorganisms consume the contaminant or produce byproducts that help break down contaminants into nontoxic or less-hazardous materials. DoD selects the most suitable technology for a given site on the basis of several factors, such as the type of contaminant and location in the subsurface, and the relative cost-effectiveness of a technology for a given site. DoD has identified a number of contaminants of concern at its facilities, each of which varies in its susceptibility to treatment. GAO did not identify any alternative groundwater remediation technologies being used or developed outside DoD that the department has not considered or used.
