This publication sets out to provide a more critical evaluation of developments in e-government. Se han tenido en cuenta también las exigencias derivadas de la regulación dimanante de la Ley 19/2013, de 9 de diciembre, de Transparencia, Acceso a la Información y Buen Gobierno, que, junto a las no menos importantes Ley 39/2015, de Procedimiento Común de las Administraciones Públicas y Ley 40/2015, de Régimen Jurídico del Sector Público, ambas, de 1 de octubre de 2015, inciden sustancialmente en la actividad de todas las Administraciones Públicas. Se ha atendido a los profundos cambios en materia de contratación pública tras el Real Decreto Legislativo 3/2011 de 14 de noviembre, en los ámbitos urbanístico (Real Decreto Legislativo 7/2015, de 30 de octubre, Texto Refundido de la Ley de Suelo) y patrimonial (Real Decreto Legislativo 7/2015 y Ley 13/2005, de 24 de junio, de Reforma de la Ley Hipotecaria), o tributario (Ley 34/2015, de Reforma de la Ley General Tributaria), y en fin, innovaciones normativas anteriores cuales fueron la regulación del ejercicio de actividades económicas por particulares (instrumentos de intervención ambiental), dimanantes de la trasposición por el Derecho Patrio (en particular, Ley 17/2009, y Ley 25/2009,Omnibus) de la Directiva 2006/123/CE.
