Excerpt from Constitutional History of France The author of this essay has made some attempt briefly to outline the intellectual, social, and political causes which led to the changes in the form of government of France, and at the same time to sketch the salient features of her organic law. Parliamentary governments, like that of Great Britain, and presidential systems, similar to that of the United States, have been compared to the parliamentary Republic of France. Such an extended period of French history has been dealt with that it has only been possible to accord a brief consideration to the many questions of Constitutionalism, which would, under other circumstances, have received a closer analysis than the cursory one which the author has made. However, it was intended to produce a general commentary and criticism, and reference is therefore invited to the Constitutional laws which have been translated and placed in the. appendix of this work, in support of the positions assumed. Although the Constitutional life of France lies within the period treated in this essay, still it is true that as early as the time that immediately followed the Middle Ages, society revived and secured popular franchises from the Crown and the nobles. Excerpt from The French Constitution Although the Table of Contents, and the Introductory Observations to the following Work, will inform the Reader of my design; yet, in order to prevent mistakes, I think it necessary to premise a few prefatory remarks. Since the major part of this work was printed, several of my observations have received additional confirmation, by the proceedings of the House of Commons, during the present session. But there is one thing which requires a little explanation, in order to obviate what may be thought a contradiction. I have in one or two places mentioned "our increasing taxes." The practice of government for fifteen years past, warranted me in using such an expression. At last, after nine years peace, it appears that the people of this country, have the prospect of some trifling diminution of their burdens. The ingenuity, industry, and spirit of our manufacturers and merchants; the measures of government to make the taxes productive; - These, with many accidental and temporary circumstances, have conspired to render our revenue flourishing beyond expectation. But I beg leave to add, that the main principles of this work, are not to be shaken, either by temporary prosperity or adversity.
