Book Description
A collection of twelve superbly written contributions by leading researchers and scientists on greenhouse gas emissions trading by members of the European Union, as well as alternatives and new developments in this specialized area of global warming and reduction related commercial exchange. . . a seminal and strongly recommended work of particular relevance and value for both academic and governmental reference library collections on international environmental studies. Midwest Book Review This timely book focuses on the EU-wide greenhouse gas emissions trading scheme for major sources. It combines legal and economic approaches and reviews the major revision of this scheme. A distinguished range of authors assess the experiences thus far and also consider future development from both theoretical and practical perspectives. They also discuss many design options, including auctioning, credit and trade, the inclusion of aviation emissions, and linking possibilities. Moreover, attention is paid to the role of legal principles, the role of case law, and to aspects of democratic accountability within an emissions trading scheme. Ways to avoid carbon leakage and the role of national climate policies are also discussed. This book makes clear that the economic efficiency and effectiveness of an emissions trading scheme depend to a large extent on the specific legislative choices, and hence the legislative design of such a scheme deserves meticulous attention. Discussing legal and economic aspects of emissions trading, this book offers new insights to academics and policy makers both in the public and private sector. Those insights are not only relevant for understanding the past, but moreover for guiding the future design of emissions trading for greenhouse gases.

Book Description
The EU Emissions Trading Scheme (EU ETS) has been characterized as one of the most far-reaching and radical environmental policies for many years. Given the EU's earlier resistance to this market-based and US-flavoured programme, the development and implementation of the EU ETS has been rapid. This novel approach to environmental regulation has the potential to affect not only greenhouse gas emissions in the EU, but also international strategies for climate change protection. This book investigates the origins, evolution and consequences of the EU ETS and offers significant contributions to the literatures on climate policy and EU policy making.

Book Description
This Open Access book provides detailed information about the incoming Mexican Emissions Trading System, including an analysis on why the system was implemented, how the system was designed, how it operates, how it could work, and how it could be strengthened by 2023 when it will be formally launched. This document is aimed at those who want to understand how an ETS can operate in an emerging economy. Although it has been written for experts and non-experts, this book does not provide the underlying theory of market-based instruments and emissions trading systems in general. The book can be read from start to finish, but can also be used as a reference for specific components of regional ETSs. The book draws upon a meticulous study of background documents and fieldwork from different authors to tell the story of how a Mexican ETS, the first of its kind in Latin America, can be set in the country. The emissions trading system cover many greenhouse gas emissions and has been hailed as one of the cornerstones of the Mexican climate policy. The book also examines and explains how the ETS is designed and implemented.

Book Description
Climate change is an environmental problem of unprecedented complexity, not just in terms of its physical, social, economic and political impacts, but particularly in terms of the range of policy instruments being designed by countries to reduce greenhouse gas emissions. Climate Change and Carbon Markets aims to provide an accessible and practical guide to cutting edge market-based mechanisms which will reduce greenhouse gas emissions. This book is a guide for national and international policy-makers and industry professionals, who need to understand the carbon markets established pursuant to the Kyoto Protocol, one of the most complex agreements ever negotiated. The book sets out how carbon markets will function by explaining the rules, institutions and procedures of the Kyoto mechanisms, including: emissions trading, joint implementation (JI) and the Clean Development Mechanism (CDM). It also provides an in-depth explanation of the EU Emissions Allowance Trading Scheme, emerging mechanisms in the US and developing countries, and how these will link up. For policy-makers, researchers and scholars; industry practitioners, companies, market service providers, technical and legal consultants, NGOs and all stakeholder organizations engaged in the Kyoto markets, this is the authoritative and comprehensive practical guide to this rapidly evolving area. Contains the full text of the key European Union documents setting up the EU Emissions Allowance Trading Scheme and the Linking Directive.

Book Description
Based on an assessment of the EU ETS, this CEPS Task Force Report tests the performance of four different design models (a cap-and-trade system based on free allocation, benchmarks, auctioning and a credit-and-baseline system) against 10 criteria under three headings: environmental effectiveness, economic efficiency and the contribution of the ETS to achieving long-term climate change policy objectives. Based on this assessment, the report makes a number of recommendations in the area of allocation, creation of investment incentives and the merits of including new sectors and new gases. The report also addresses the particular challenge of completing the EU ETS review before a global post-2012 agreement can be reached, i.e. the EU ETS will be reviewed against an unknown global context.

Seminar paper from the year 2010 in the subject Politics - Environmental Policy, grade: 1,3, University of Münster, language: English, abstract: Within the scope of this course the presentation results from the commissioned group works, divided into thematic clusters - supplemented by active discussions - have acuminated the view on contents and concepts of this issued EU Policy. In doing so, it was a major aim to analyse political instruments within the EU, used to accesses various fields of environmental problems. Congruously in this Policy Paper, a specific instrument of EU Environmental Policy is chosen to be analysed and finally evaluated by its performances and capabilities as operational policy instrument. In the course of the seminar, the preservative subject area of Climate Policy has crystallised as an emerged and large-scaled subject to EU Environmental Policy. EU Climate Policy contacts nearly every field in European environmental adoption. Facing the latest scientific prognoses and reviewing European as well as common global environmental activity - the abatement of Climate Change appears to be one of the most superordinated aims. Hence, this policy topic especially defies an exemplary investigation on how EU policy-making proceeds, to protect environment in anent to a current issue. At present, the EU Emissions Trade System / -Scheme (EU ETS) as one of the most expansive pillars to the Union's Climate Policy and concurrently the most comprehensive global ETS, is ought to be completed within its second (of three) phases of development. The integration of EU-wide aviation into the system of EU ET proceeding since 2003 is a main part to the future enterprise in expanding EU Climate Policy. Within this step of integration the EU has declared its ambition to take a pioneering task in combating global Climate Change until 2020. During the current decade, critical scientists appraise the realisation of those aims as an impossible scenario for near future (Ha

Book Description
Under a global climate regime, market-based approaches have the potential to significantly reduce the costs and increase the feasibility of achieving the deep long-term reductions required to address the risks of climate change. [...] This feature has been referred to as the "genius" of Kyoto.3 The carbon constraints derived from the Protocol have resulted in the establishment of national and international trading schemes for private sector entities, such as the EU Emissions Trading Scheme (EU-ETS). [...] Proposals for "greening AAUs" (also known as Green Investment Schemes or GIS) have emerged as a result of a desire on the part of the Annex I buyers (primarily the EU, Canada and Japan) to enhance the political acceptability of purchasing AAUs of certain EIT countries when these are seen as deriving from the decline of their economies subsequent to the Kyoto target base year. [...] In the three and a half years since the adoption of the Marrakech Accords in 2001, the majority of experience with the Kyoto mechanisms has been gained in the CDM. [...] The CDM is the most fully developed of the three mechanisms and the most complex.

Book Description
The European Union's Emission Trading Scheme (EU ETS) is the world's first multinational cap-and-trade system for greenhouse gases. As an agreement between sovereign nations with diverse historical, institutional, and economic circumstances, it can be seen as a prototype for an eventual global climate regime. Interestingly, the problems that are often seen as dooming a global trading system - international financial flows and institutional readiness - haven't appeared in the EU ETS, at least not yet. The more serious problems that emerge from the brief experience of the EU ETS are those of (1) developing a central coordinating organization, (2) devising side benefits to encourage participation, and (3) dealing with the interrelated issues of harmonization, differentiation, and stringency. The pre-existing organizational structure and membership benefits of the European Union provided convenient and almost accidental solutions to the need for a central institution and side benefits, but these solutions will not work on a global scale and there are no obvious substitutes. Furthermore, the EU ETS is only beginning to test the practicality of harmonizing allocations within the trading system, differentiating responsibilities among participants, and increasing the stringency of emissions caps. The trial period of the EU ETS punted on these problems, as was appropriate for a trial period, but they are now being addressed seriously. From a global perspective, the answers that are being worked out in Europe will say a great deal about what will be feasible on a broader, global scale.

Book Description
"The Fight for Climate after COVID-19 draws on the troubled and uneven COVID-19 experience to illustrate the critical need to ramp up resilience rapidly and effectively on a global scale. After years of working alongside public health and resilience experts crafting policy to build both pandemic and climate change preparedness, Alice C. Hill exposes parallels between the underutilized measures that governments should have taken to contain the spread of COVID-19 -- such as early action, cross-border planning, and bolstering emergency preparation -- and the steps leaders can take now to mitigate the impacts of climate change. Through practical analyses of current policy and thoughtful guidance for successful climate adaptation, The Fight for Climate after COVID-19 reveals that, just as our society has transformed itself to meet the challenge of coronavirus, so too will we need to adapt our thinking and our policies to combat the ever-increasing threat of climate change." --
