This study establishes a framework for analysis of current policies from the standpoint of their consistency with sustainable agriculture and sustainable development. The framework developed should be applicable throughout the Great Plains region and to similar semi-arid agricultural regions. The objectives of the study are to: identify the issues in agriculture and its sustainability on the Canadian Plains, including land use, degradation of prairie soil resources, preservation of biodiversity, water use and quality, socio-economic issues, global change, and federal and provincial policies; provide a set of principles and criteria for resolution of those issues; assist in understanding the effects of selected agriculture and trade policies on sustainable development; and propose specific sustainable action programs for the Plains, focusing on agriculture and ecosystems. Principles that formed the basis of the analytical framework included integrated management, conservation, rehabilitation, market viability, societal considerations, and global responsibility. The merit of the framework was tested by using it to assess the compatibility of four policies with sustainable agriculture: the Western Grain Transportation Act, the Farm Products Marketing Agencies Act, the Prairie Farm Rehabilitation Act, and the North American Waterfowl Management Plan. Includes glossary.
